In order to promote the standardized and healthy development of private preschool education in our city, it is suggested that:

First, conscientiously implement relevant policies. Implement the inclusive kindergarten policy, develop relevant courses, improve teaching quality, and help the development of private kindergartens in backward areas by means of private assistance.

Second, give site support. The problem of school space is the key to restrict the development of private kindergartens, and there are great security risks in running schools in private houses. To solve the problem of school space, on the one hand, we should coordinate the planning examination and approval departments, reserve kindergarten school space in new residential areas, on the other hand, we should gradually solve the security risks of private schools.

Third, encourage mergers and acquisitions. Improve the qualification of private education organizers and ensure the quality of running private kindergartens.

Fourth, constantly improve the comprehensive quality of teachers.

First, the basic situation of private kindergartens in our city

By the end of 2065438+June 2009, there were 577 private kindergartens in our city, accounting for 5 1.24% of the total number of kindergartens in the city, with 47258 children in the kindergarten, accounting for 59.98% of the total number of children in the kindergarten, and 3020 full-time teachers.

Two, suggestions on promoting the healthy development of private preschool education.

(1) Strengthen the construction of supporting kindergartens in urban communities and increase the number of inclusive private kindergartens. On April 2, 20 19, the General Office of the People's Government of Jilin Province issued the Notice on the Work Plan for Special Governance of Supporting Kindergartens in Urban Areas of Jilin Province, requiring that supporting kindergartens be included in the public * * * management and public * * * service facilities construction planning for the transformation of old urban areas (shanty towns), the development of new cities and the construction of residential areas, as well as ex situ poverty alleviation and relocation, and should be built according to relevant standards and norms to ensure that supporting kindergartens meet the first-phase construction.

On August 2, 20 19, the Jilin Municipal People's Government issued the "Work Plan for Special Governance of Supporting Kindergartens in Urban Communities in Jilin City", requiring the county (city) as the unit and the planning and natural resources departments to take the lead. According to the Guiding Opinions on Strengthening the Construction and Management of Supporting Kindergartens in Newly Built Residential Areas and Old Districts by the Provincial Department of Education and other six departments, the "Construction Standard for Supporting Kindergartens in Residential Areas should be strictly implemented, and 6-5,000 population areas should be reserved. At present, the city is conducting a thorough investigation on the situation of supporting kindergartens in the community, and making special plans for the layout of supporting kindergartens in the community according to the survey results, so as to solve the problem of running schools from the source.

(2) Strengthen special governance and create a good environment for the development of private preschool education. In recent years, combining the special rectification of private education, the qualification inventory of private kindergartens and the special rectification of "three noes" kindergartens, our city has established a normalized working mechanism for the investigation and rectification of "three noes" kindergartens, which has formed a certain deterrent effect, further purified the private preschool education market in our city and safeguarded the legitimate rights and interests of legal organizers and parents of students according to law. At the same time, according to the setting standards of provincial private kindergartens, combined with the annual inspection, the county (city) district education bureaus are urged to issue rectification opinions within a time limit for private kindergartens with residential buildings, and gradually guide private kindergartens to actively choose kindergartens that meet the setting standards.

(C) to strengthen the construction of private kindergarten teachers, improve the overall quality. Encourage outstanding middle school graduates to apply for preschool education; Select a certain number of college graduates with pre-school education professional qualifications to teach in rural areas every year; Improve the training mechanism of kindergarten teachers and establish a three-dimensional training network with vertical and horizontal integration; Incorporate private kindergarten teachers into the overall planning of preschool education and training in the city, strengthen the training of private kindergarten directors and teachers, and effectively improve their professional quality and management level. Among them, the city will incorporate the training of private kindergarten directors into the training plan of kindergarten directors in the city. For example, in the special advanced training activities of preschool education held in Chengdu in July this year, the directors of private kindergartens accounted for more than half.

(four) to strengthen the daily supervision of private kindergartens, improve the quality and management level of the park.

The Outline of National Education Planning clearly puts forward that improving quality should be the core task of future education reform and development, and a management system and working mechanism oriented to improving education quality should be established. Focusing on this requirement, our city adheres to the Guiding Outline of Kindergarten Education (Trial) as the criterion, supported by the Guide to Learning and Development of Children Aged 3-6, and strives to improve the quality of education by carrying out "pre-school education in counties and districts" and special supervision of kindergartens.

In the next stage, the supervision and supervision of private kindergartens will be further strengthened, and their business management, safety management, teacher training, professional title evaluation, supervision and evaluation will be brought into the unified management system together with public kindergartens. At the same time, give full play to the role of high-quality public kindergartens and rural township central parks, strengthen professional guidance and practical guidance for private kindergartens, and guide private kindergartens to continuously improve the quality of running parks.
