I. Types and subjects of examinations
1. Theoretical exams are divided into B and C. Each exam includes three subjects:
(1) safety regulations; (2) general knowledge; (3) professional knowledge.
The examination papers of all subjects adopt the percentage system. Among them, 90 points passed in the subject of safety regulations, and 80 points passed in the other two subjects. If you pass all three subjects, you will pass the theoretical exam.

Two. Examination method and time
The theoretical examination is conducted by means of closed book and written answer.
In principle, the theoretical examination of the national railway locomotive driver qualification examination is arranged for two days at a time, and the examination date of each candidate is uniformly arranged by the examination station. The examination time is from 8: 30 am to 1 1: 30 am, and the time limit for candidates to answer questions is 180 minutes. The date of each test will be specified in the test announcement and the relevant notice of the test center.

2. The locomotive comprehensive inspection
(1) exam content
Candidates check the faults of the relevant parts of the locomotive in advance within the specified time.
Inspection parts: front and rear ends of locomotive, left and right sides of running gear, bottom of locomotive, left and right sides of machinery room, front and rear cab and top of locomotive; Action test of electrical appliances and brakes.
Fourteen hypothetical faults are uniformly arranged, two of which are used for the action test of electrical appliances and brakes.
(2) Examination requirements
Strictly abide by the locomotive comprehensive inspection regulations issued by the Ministry of Railways, and carry out inspection and oil supply procedures in accordance with the professional knowledge of designated models. If a hypothetical fault is found, report it accurately and fill in a temporary maintenance ticket.
Failure due to improper operation, short circuit or automatic safety trip.

3. Locomotive driving

According to Regulations on Railway Technology Management (new edition, implemented on April 1 2007), Rules on Investigation and Handling of Railway Traffic Accidents (Order No.30 of the Ministry of Railways, implemented on September 1 2007), Locomotive Operation Regulations, Railway Locomotive Operation Management Regulations, Control Diagram or Prompt Card, etc. The train starts, stops and runs smoothly. I. Matters needing attention in registration
Candidates referred to in the national qualification examination for railway locomotive drivers refer to those who have signed up for the qualification examination for railway locomotive drivers and passed the examination in the examination center and examination station in accordance with the relevant provisions of the Measures for the Licensing of Railway Locomotive and Self-propelled Vehicles of the Ministry of Railways (OrderNo. 19 of the Ministry of Railways) and the Measures for the Administration of Railway Locomotive Driving Licenses (Provisional) (No.57 of Tieyun [2004]). Specifically, the following conditions must be met: ① having a nationally recognized technical secondary school degree or above in locomotive major; (2) Not more than 45 years of age; (3) Being in good health, meeting the requirements of People's Republic of China (PRC) Railway Industry Standard (TB/T3091-2004), and being able to communicate skillfully in Putonghua; (4) As a learning driver for one year (as a shunting work for one year or a continuous crew of 60,000 kilometers); ⑤ Legally hold valid certificates for holding railway locomotives.
Those who meet the above conditions must register at the designated place of the Railway Bureau Examination Station within the registration date specified by the Examination Center, bring relevant documents (original and photocopy of ID card, original and photocopy of diploma with technical secondary school degree or above in locomotive major, original and photocopy of learning driver's license or locomotive driver's license, and the occupational health checklist for railway locomotive crew issued by the Institute for Disease Control of the Railway Bureau (or the former railway hospital) after physical examination, and fill in the Registration Form for National Railway Locomotive Driver Qualification Examination. Candidates should choose their own models, and once they are selected, they cannot change them. After inputting candidates' information, the applicants will take an electronic camera and print out an application form with candidates' photos, asking candidates to sign and return it to the registration point after confirming that the information on the printed form is complete and correct. Pay the registration examination fee when registering for theoretical examination and practical examination; In addition to submitting the required documents for theoretical examination registration, practical examination registration also needs to bring the theoretical qualification form.
The admission ticket shall be collected by the candidates at the designated place according to the time notified by the test center.
2. Exam precautions
(1). Theoretical examination
The theoretical examination is a closed-book written test, and the practical examination is conducted item by item by the candidates on the spot and on the locomotive designated by the examination station, and the test rater scores on the spot (the results are not published).
Candidates must enter the examination room to take the exam with the original valid admission ticket, original identity certificate and original railway locomotive crew certificate. Those who do not have the above three certificates are not allowed to enter the examination room to take the exam.
When entering the examination room to take the exam, you are allowed to bring pens, erasers and other necessary answering supplies. No books, materials, paper, electronic storage equipment and various communication tools are allowed to enter the examination room. Those that have been brought in must be stored in a unified place designated by the examination room and taken away after the examination.
After getting the test paper, candidates should first check whether the three test papers are complete and damaged, and then fill in the candidates' personal information completely and clearly in the designated position of the test paper. It is forbidden to write the admission ticket number and name outside the prescribed place, otherwise the test paper will be invalid.
(2). Practical examination
Candidates must take and pass the theoretical examination and obtain the theoretical qualification form before they can sign up for the practical examination. When registering for the practical test, you should also bring the theoretical qualification form in addition to the documents required for the theoretical test registration. Candidates should determine the type of aircraft they apply for according to the actual work needs and unit arrangements (in principle, they should choose the driving part according to their application categories).
Candidates who pass the internal combustion engine theory examination are not allowed to take the electric locomotive practical examination, and candidates who pass the motor theory examination are not allowed to take the internal combustion engine practical examination. Candidates can only apply for one type and one model of practical subjects at a time.
The order of examination subjects for locomotive drivers is fitter, electrician, locomotive comprehensive inspection and locomotive driving. If the previous exam is unqualified, the remaining subjects will be terminated.
No separate organization shunting locomotive driving test.
Those who fail in the practical examination can pay the examination fee again and apply for the next practical examination. However, during the two-year validity period of the theoretical qualification certificate, each candidate is allowed to take three practical exams at most.
In the practical test, only those who fail the locomotive driving test are allowed to make up the test once (no extra charge, completed within one month after the first locomotive driving test). If the locomotive driver fails to pass the make-up exam or fails to pass the make-up exam within the specified time, the practical exam will fail.
Three. Examination rules
1, candidates should strictly abide by the examination discipline and take the exam in good faith.
2. 20 minutes before the exam, candidates will enter the examination room with the admission ticket, valid identity documents and railway locomotive riding documents, sign in the "sign-in" column of the "Candidates' Sign-in Paper Form", and sit down accordingly, and put the admission ticket, valid identity documents and railway locomotive riding documents on the desktop. Those who fail to pass the three certificates are not allowed to enter the examination room.
3. After the exam, candidates who are more than 30 minutes late are not allowed to enter the venue; Candidates can only hand in their papers 90 minutes after the exam.
Candidates can bring black (blue) pens, ballpoint pens, pencils, erasers and other stationery needed for the exam, and are not allowed to borrow anything after the exam.
5. In addition to the prescribed items, no other items shall be brought into the examination room, and no communication equipment such as electronic equipment and mobile phones with storage function shall be brought into the examination room. What you bring should be turned off according to the requirements of the invigilator and stored in the designated location.
6. After the test paper is distributed, candidates should first fill in the relevant information such as name and admission ticket number accurately in the position specified in the test paper, but they should not exceed the binding line and should not make any marks elsewhere in the test paper.
7. Do not answer questions before the test signal is issued; During the examination, the invigilator's instructions must be strictly implemented; After the end of the exam signal is issued, you may not continue to answer questions.
8. The invigilator shall not be required to explain the test questions. If the paper is found to be distributed incorrectly, the page number is incorrect, the handwriting is unclear or there are stains, the invigilator should raise his hand to ask questions.
9. When answering questions, you must answer them on the test paper or answer sheet. You should use a blue-black ink pen or ballpoint pen to answer at the designated position, and the handwriting should be clear and neat. Fill in the answer sheet with 2B pencil.
10, be sure to keep quiet during the exam, don't whisper, don't look around, don't leave your seat without authorization, and it is strictly forbidden to copy, peek at other people's answers or exchange test papers; Smoking is prohibited in the examination room.

The first is the identification and handling of candidates' violations.
1. Candidates who disobey the discipline of the examination room, the arrangement and requirements of the examination staff and commit any of the following acts shall be regarded as violating the examination discipline:
(1) bringing items that exceed the requirements into the examination room or failing to place them in the designated location according to the requirements;
(2) Failing to sit in the exam according to the provisions;
(3) Answering questions before the start signal of the exam is issued or continuing to answer questions after the end signal of the exam is issued;
(4) Peeping, whispering, exchanging signals or gestures during the examination;

Those who violate the above disciplines will be publicly warned by invigilators. Those who fail to make corrections after warning may be disqualified from this examination and ordered to leave the examination room after approval by the applicant.
2. Candidates who violate the principles of fairness and justice in the examination, obtain or try to obtain the answers to the questions by improper means, and have one of the following acts, shall be deemed as cheating in the examination:
(1) Take the exam with written materials or electronic devices with materials related to the exam content;
(2) Plagiarizing (or assisting others to plagiarize) the answers to test questions or materials related to the content of the test;
(3) robbing or stealing other people's test papers or forcing others to provide convenience for plagiarism;
(4) using communication equipment during the examination;
(5) others take the exam as an impostor;
(6) Deliberately damaging examination papers, answer sheets and other examination materials;
(7) Fill in the name, test number and other information inconsistent with my identity on the answer sheet;
(8) Exchange of examination papers and draft papers;
(9) Other cheating behaviors.
For the above-mentioned behaviors, invigilators should report to the examiner for approval, cancel the qualification of this examination and the qualification of the next examination, order them to leave, and inform the candidates of their behaviors.
3. If the examination institutions at all levels find one of the following behaviors during or after the examination, they can conclude that the candidates have cheated in the examination:
(1) forging documents, certificates, files and other materials to obtain examination qualifications and examination results;
(2) finding the same answer in the same subject and the same examination room when marking papers;
(3) When marking papers, it is found that candidates deliberately write their names, test numbers or mark information in other ways.
After the above behavior is confirmed to be true, the results of this exam will be invalid and the qualification for the next exam will be cancelled.
4. Anyone who commits any of the following acts shall be dealt with severely:
(1) Deliberately disturbing the order of various examination places such as examination centers, examination rooms and marking places;
(two) refusing or obstructing the examination staff to perform their duties;
(3) Threatening, insulting, slandering or framing candidates or other candidates during or after the examination;
(four) spreading rumors, fabricating facts and false news, damaging the authority of the national examination, damaging the reputation of the qualification examination, and causing adverse effects;
(five) other acts that seriously disrupt the order of examination management.
For those who have one of the above acts, cancel the qualification of the examination in the current year and the qualification for entering the examination within two years, cancel the examination results in the current year, and notify the unit where the candidates are located; If the circumstances are serious enough to constitute a crime, they shall be transferred to judicial organs for criminal responsibility according to law. Those who are subject to criminal punishment for violating the rules and regulations in the qualification examination are prohibited from practicing for life.
Two. Procedures and measures for handling violations of discipline and discipline

2. The examiner of the test center is responsible for handling the irregularities of the candidates.
3. The test center is responsible for the supervision and inspection of the violation of discipline and discipline of each test center in this bureau. After the examination, the violation records and treatment results of each test center are summarized respectively and registered for the record.
4. Supervise and inspect the handling of violations by test sites. The decision of improper punishment made by the examination station or test center has the right to instruct the relevant units to correct it.

Chapter 10 of the Detailed Rules for the Qualification Examination of Railway Locomotive Drivers stipulates the management of theoretical examination results as follows:
1. After marking, the examination center will publish the examination results through the Internet. The theoretical qualified personnel of each bureau shall be subject to the written list stamped by the test center. Candidates can check their scores in this exam on the website of the test center with their names and ID numbers.
2. Within 7 working days after the theoretical results are published, the test center will accept the application for review of the results submitted by the test center. Candidates who have doubts about their scores can submit a written application for review of their scores within 5 working days after the test results are announced at the test center, and receive them at the test center through the test center. The test center will apply for review at the test center, and it will not be accepted within the time limit.
3. Re-examination refers to the examination subjects that candidates apply for re-examination, from small questions to big questions, to the scores of the whole volume and whether there are any missing comments, but it does not mean the severity of the scores. Candidates themselves are not allowed to consult the answer sheet. The examination center does not accept individual applications for grade review.
4. After receiving the re-examination application, the examination center will send a special person to carefully review the candidates' answers, correct the answers that are missed, misjudged, accumulated and registered incorrectly, and notify the candidates themselves through the test center.
