Risk deposit, as a financial guarantee for fulfilling training service commitments and refunding fees, shall not be used by training institutions or used as a financing guarantee.

Recently, the Ministry of Education, the National Development and Reform Commission, the People's Bank of China, State Taxation Administration of The People's Republic of China, the General Administration of Market Supervision and the China Banking Regulatory Commission jointly issued the Opinions on Further Reducing the Students' Homework Burden and Off-campus Training Burden (hereinafter referred to as the Opinions) issued by the General Offices of the General Office of the Central Committee of the CPC and the State Council, in order to effectively prevent the problems of "difficulty in refunding fees" and "running away with money" that harm the interests of the masses.
