Last September, when the bill was held at the meeting of the Standing Committee of the Provincial People's Congress, it was also called "Regulations on the Administration of Non-motor Vehicles in Zhejiang Province (Draft)". After the meeting, the Standing Committee of the Provincial People's Congress issued the draft in writing to relevant provincial departments and local legislative experts, and solicited opinions and suggestions from the Standing Committee of the Municipal People's Congress, deputies to the National People's Congress and all sectors of society through various online platforms. In April this year, according to the feedback from all parties, the bill further focused on electric bicycles from a relatively wide range of non-motor vehicles. If they violate the regulations, they will face fines ranging from 20 yuan to 50 yuan and from 2,000 yuan to 20,000 yuan respectively.

Set the transition period for "non-standard vehicles"
According to statistics, the registered number of non-standard electric bicycles in Zhejiang reached 23.2388 million, accounting for nearly 8 1%.
