Provisions on the organization and management of commercial Wushu
Chapter I General Provisions Article 1 is to strengthen the management of commercial Wushu organizations. In order to ensure the healthy development of Wushu and promote the construction of socialist spiritual civilization, these provisions are formulated. Article 2 These Provisions shall apply to martial arts organizations such as commercial martial arts venues, colleges, clubs, schools, martial arts clubs, training centers and counseling stations.

The above-mentioned martial arts organizations shall not be called "China" except national and regional martial arts organizations. Title of China, country, province, city and county (district). Article 3 Commercial Wushu organizations shall accept the management and supervision of sports, industry and commerce, public security and other departments in conducting Wushu business activities, and the relevant departments shall protect the legitimate rights and interests of commercial Wushu organizations. Article 4 In martial arts business activities, we should adhere to the principle of paying equal attention to economic benefits and social benefits, and must not violate social morality and public interests, and prohibit and ban acts of propagating feudal superstitions, forming gangs, exaggerating violence and affecting social order. Chapter II Management Department Article 5 The sports administrative department of the local people's government at or above the county level or an institution authorized by the government (hereinafter referred to as the sports administrative department) is the competent department of commercial Wushu organizations. Sports management departments at all levels shall, in accordance with their respective responsibilities and authorities, implement hierarchical management of operational Wushu organizations.

Sports management departments at all levels are responsible for the management and operation of Wushu organizations:

(a) to publicize the Chinese martial arts culture and sports value;

(2) Establish and improve the martial arts management system;

(3) Handling the application and registration of business Wushu organizations;

(four) to supervise and inspect the business activities of Wushu organizations and assist the relevant departments to investigate and deal with illegal acts;

(5) Training martial arts managers and practitioners;

(six) report to the local government and the superior sports management department. Sixth public security, industry and commerce, taxation and other relevant administrative departments shall, within the scope of their respective functions and powers, conduct business management of Wushu organizations according to law. Article 7 Local Wushu associations shall assist the corresponding sports administrative departments in the management and supervision of operational Wushu organizations. Chapter III Operating Conditions Article 8 To engage in business activities of Wushu fitness and Wushu training, the following conditions must be met:

(a) there are fitness and training places and necessary teaching equipment and living facilities that meet the safety requirements;

(2) Having managers and teaching instructors with professional knowledge of Wushu;

(three) a systematic martial arts syllabus, teaching materials and teaching plan;

(4) Having a sound organizational structure and internal management system;

(five) to recruit minors for more than one year of martial arts training (except amateur training), they should also have the teaching conditions of nine-year compulsory education. Ninth martial arts competitions, performances and business activities, must ensure the following conditions:

(1) A sound organizational structure;

(2) Places that meet the requirements of competitions and performances. If there is no fixed venue for competition or performance, there should be proof of the leased premises or provisions on their use in the contract and agreement;

(three) the necessary sources of funds for organizing competitions and performances;

(4) Equipment necessary for organizing competitions and performances;

(five) accommodation, transportation, medical care, public security, fire protection and other security measures. Corresponding to the scale of competitions and performances;

(6) Teams of athletes, coaches and referees that are suitable for the scale of competitions and performances;

(seven) scientific and feasible rules and regulations for competitions and performances and strict discipline. Chapter IV Application and Approval Article 10 To establish a commercial martial arts organization, an application shall be submitted to the local city or county (district) sports management department.

Establish cross-city and county (district) business Wushu organizations and apply to the sports management departments of the provinces, autonomous regions and municipalities directly under the Central Government.

Establish cross-province, autonomous region and municipality directly under the Central Government business Wushu organizations and apply to the "Wushu Sports Management Center of the State Sports Commission".

Chinese-foreign joint ventures and cooperative Wushu organizations and activities shall apply to the sports management department at or above the provincial level. Eleventh to apply for the establishment of a business martial arts organization, the following documents and materials shall be submitted to the corresponding sports management department:

(a) the application signed by the person in charge of the martial arts organization and its relevant certificates;

(2) Articles of association of Wushu organizations;

(three) the name, age, occupation, resume and address of the members of the leadership team of the Wushu organization;

(4) Wushu events, regions and modes of operation;

(5) Wushu organizations and business premises.

Operate martial arts fitness. Training activities, should also be submitted:

(a) the organization and personnel of Wushu fitness and training;

(2) The boxer's name, age, occupation, resume, address and martial arts professional grade certificate.

(3) Wushu fitness and training places and teaching, living and safety facilities;

(4) Internal management system;

(5) Sources of funds and existing funds;

(6) Other necessary matters. Twelfth sports management departments shall complete the examination within thirty days after accepting the application, and give a written reply of approval or disapproval.

Approved business martial arts organizations can only start business after being approved by the sports management department and applying for a business license from the administrative department for industry and commerce.
