The statistical agencies of the people's governments at all levels in the Special Zone as mentioned in these Regulations (hereinafter referred to as the statistical agencies of cities, districts and towns) refer to the statistical administrative departments of the people's governments at all levels. Article 3 The Shenzhen Municipal People's Government (hereinafter referred to as the municipal government) may, on the basis of following the national statistical index system, formulate new statistical indicators according to the actual needs of the Special Zone.
The statistics of the Special Zone shall implement the unified statistical standards formulated by the state and the departmental statistical standards formulated by various departments in the State Council; If there are no national statistical standards and departmental statistical standards, the municipal government may formulate supplementary statistical standards. Article 4 The municipal government shall strengthen the modernization of statistical information processing and transmission technology and database system in a planned way.
All departments of the municipal government and other state organs shall establish statistical databases and implement computer networking in accordance with the requirements of statistical modernization. Article 5 The establishment, alteration, cancellation, compilation, codes and other data of statistical investigation objects such as state organs, social organizations, enterprises and institutions recorded by the relevant departments of industry and commerce, taxation, civil affairs and personnel of the municipal and district people's governments within the scope of their duties shall be provided to the municipal and district statistical agencies in a timely and truthful manner. Article 6 Municipal statistical agencies shall establish an early warning and evaluation system for social and economic situation, and regularly provide economic and social development analysis reports to the municipal government.
People's governments at all levels in the Special Zone shall require their statistical agencies to provide relevant consulting reports when formulating plans and budgets for national economic and social development and making decisions on major social and economic issues. Seventh city and district statistical agencies should carry out statistical consulting services and make full use of the social and economic information that can be made public to serve enterprises and the public. Eighth statistical agencies and statisticians shall independently exercise their functions and powers of statistical investigation, statistical reporting and statistical supervision according to law, and shall not be infringed.
State organs, social organizations, enterprises and institutions, individual industrial and commercial households and other objects of statistical investigation must truthfully provide statistical data in accordance with the provisions of national laws, regulations and these Regulations, and shall not make false reports, conceal them, refuse to report them, report them late, forge them or tamper with them; Grassroots mass autonomous organizations and individuals have the obligation to truthfully provide the information needed for national statistical investigation.
Statistical work should be supervised by the public. Any unit or individual has the right to expose and report statistical fraud and other illegal acts, and units and individuals who have made meritorious deeds will be rewarded. The leaders of the ninth municipal, district and town people's governments and their departments and units shall not modify the statistical data provided by statistical agencies and statisticians in accordance with laws and regulations; If errors are found in calculation or data sources, opinions shall be put forward, which shall be verified and corrected by statistical institutions and statisticians; When leaders disagree with statistical agencies and statisticians, they can report their opinions at the same time and get approval from the statistical agencies at the next higher level.
The leaders of the people's governments of cities, districts and towns and their departments and units shall not compel or instruct statistical institutions and statisticians to tamper with statistical data or fabricate false data. Statistical institutions and statisticians shall refuse or resist leaders' coercion or instigation to tamper with statistical data or fabricate false data, truthfully submit statistical data in accordance with laws, regulations and statistical systems, and be responsible for the authenticity of the submitted statistical data.
Statistical institutions and statisticians perform their duties according to law and are protected by law. Leaders of people's governments at all levels, departments and units shall not take revenge on statisticians who refuse or resist tampering with statistical data or refuse or resist fabricating false data. Tenth statistical agencies and statisticians must keep confidential the statistical data belonging to state secrets; The personal data of the statistical respondents obtained in the investigation shall be kept confidential and shall not be used for purposes other than statistics. Chapter II Statistical Institutions and Statisticians Article 11 The main duties of the municipal statistical institutions are:
(a) to complete the task of national statistical investigation, implement the national statistical standards, and implement the unified national basic statistical reporting system;
(two) to supervise and inspect the implementation of statistical laws and regulations, publicize statistical laws and regulations and popularize statistical knowledge;
(three) unified leadership and coordination of statistics and national economic accounting in the special zone;
(four) to formulate the modernization plan and implementation plan of statistical work in the special zone, and organize the implementation after approval;
(5) To draw up the statistical investigation plan and investigation scheme of the Special Zone, collect, sort out and provide basic statistical data, make statistical analysis on the basic situation of the national economic and social development of the Special Zone, provide statistical consultation and exercise statistical supervision;
(six) to review the statistical investigation plans issued by various departments of the municipal government to the society, and to manage and coordinate the statistical investigation forms and statistical standards issued by various departments of the municipal government;
(seven) to inspect, verify, manage, publish and publish the basic statistical data of this Municipality, and regularly publish statistical bulletins on the national economic and social development of this Municipality;
(eight) to establish, improve and manage the statistical information automation system and statistical database system in the special zone, and organize, coordinate and manage the statistical database network of various departments of the municipal government;
(nine) other duties as prescribed by laws and regulations.
District statistical agencies shall be responsible for the statistical work in their own areas with reference to the provisions of the preceding paragraph.
The Town People's Government shall set up a statistical agency to be responsible for the statistical work of this town.
