The difference between TOEFL and IELTS
TOEFL is organized by ETS, and IELTS is jointly managed by the Foreign Language Testing Department of Cambridge University Examinations Committee, British Council and IDP Education Group. They are all designed to test the English ability of non-native English speakers.
The basis for choosing an exam
If you plan to study abroad or immigrate to English-speaking countries, I suggest you consider taking one of these two exams. The TOEFL test is valid for two years, while the IELTS test is divided into academic and training classes, aiming at different needs.
