Dalian Training Base for Guide Dogs in China was established on May 6th, 2006. Approved by China Disabled Persons' Federation (CDPF Letter [2006] No.90, hereinafter referred to as the base), Dalian Medical University and Dalian Disabled Persons' Federation were jointly established. It is the first and only non-profit training institution for guide dogs in Chinese mainland, and can provide professional guidance in the breeding, training and application of guide dogs. As a non-profit organization, all the guide dogs trained by the base are given to the visually impaired free of charge.

The base is located in the campus of Dalian Medical University, providing free standard kennels, breeding kennels, dog disposal rooms, dog shower rooms, offices and other hardware facilities. At present, the base has 23 staff members, including trainer 12. At present, there are 7 part-time staff, including 3 doctors and 4 masters, whose professional direction is animal medicine, animal epidemic prevention, quarantine, animal husbandry, animal breeding and genetic breeding. In training 54 dogs, 6 breeders and 35 puppies, a complete foster care system has been established.

Guide dogs are strictly trained dogs and are a kind of working dogs. Trained guide dogs can help blind people go to schools, shops, laundries, street gardens and so on. They are used to the shackles of accessories such as collars and blind guides, and know a lot of passwords. They can lead the blind to walk safely, and when they meet obstacles and need to turn, they will guide their owners to stop, thus avoiding danger. Guide dogs have a natural and peaceful mind. They will stand at the right time, refuse to eat, help the blind ride and pass things, ignore the interference of passers-by and will not attack them at the same time.
