The establishment of training system is conducive to the orderly training of enterprise employees and provides institutional guarantee for enterprise training. China's "Labor Law" stipulates that employers must establish a vocational training system to provide pre-job training for employees of technical jobs.

However, statistics show that 23 1 10,000 units in state-owned enterprises have established vocational training systems, accounting for 15.4% of all state-owned enterprises, and 24 1 10,000 units have established pre-job training systems for technical jobs, accounting for 16 of all state-owned enterprises.
