Applicable people are:
(1) electrician operation (low voltage electrician, high voltage electrician, explosion-proof electricity)
(2) welder operation (fusion welding, hot cutting, pressure welding, brazing operation)
(3) aerial work (aerial erection, installation, demolition and maintenance)
(4) Refrigeration operation (operation, installation and maintenance of refrigeration and air conditioning equipment)
The format, standard and number of the certificate shall be uniformly stipulated by the State Emergency Management Office (but the format of the qualification certificate for special equipment operation is different). The special operation license is valid for 6 years, reviewed once every 3 years, and valid throughout the country.
2, the Ministry of construction special operation certificate
Applicable people are:
(1) Building electrician
(2) Construction scaffolding workers (ordinary scaffolding) (attached lifting scaffolding)
(3) Construction crane rigger, bell man, construction crane driver (tower crane), (construction crane) and (material crane)
(4) Installation and disassembly of hanging basket for aerial work
Special construction workers must pass the examination of the competent construction department and obtain the operation qualification certificate of special construction workers (hereinafter referred to as "qualification certificate") before they can take up their posts and engage in corresponding operations. The certificate is valid for 2 years and the first trial is 6 years.
3. Special actions of Quality Supervision Bureau
Applicable people are:
(1) elevator safety management
(2) Safety management of hoisting machinery
(3) Command lifting machinery and crane drivers (limited to bridge cranes) and (limited to portal cranes)
(4) forklift driver
(5) Industrial boilers
(6) Quick opening pressure vessel operation
Only after passing the examination by the safety supervision and management department of the Quality Supervision Bureau and obtaining the certificate of special operators with a unified national format can they engage in corresponding operations or management work. Certificates are reviewed every 4 years.

The term "special operations" as mentioned in these Provisions refers to operations that are prone to accidents and may cause great harm to the safety and health of operators and others as well as the safety of equipment and facilities. The scope of special operations shall be specified in the catalogue of special operations.
The term "special operations personnel" as mentioned in these Provisions refers to employees directly engaged in special operations.
Article 12
The assessment of special operations personnel includes two parts: examination and audit. The examination shall be conducted by the examining and issuing authority or the unit entrusted by it; The examining and issuing authority is responsible for the examination.
The General Administration of Safety Supervision and the Coal Mine Safety Supervision Bureau respectively formulate assessment standards for special operators and coal mine special operators, and establish corresponding examination question banks.
The examination and certification authority or the unit entrusted by it shall conduct the examination in accordance with the examination standards uniformly formulated by the General Administration of Work Safety and the Coal Mine Safety Supervision Bureau.
