(b) Distance training programmes for primary and secondary school teachers

Teacher training scheme for class teachers

1. Training of backbone class teachers in primary and secondary schools

Organize centralized training for 1000 primary and secondary school head teachers nationwide for 10 days, improve the overall quality and performance ability of primary and secondary school head teachers, and promote the training of primary and secondary school head teachers nationwide.

—— The training targets are 500 primary school backbone class teachers (including 100 primary school mental health education backbone class teachers) and 500 secondary school backbone class teachers (including 100 secondary school mental health education backbone class teachers).

—— The training content is mainly aimed at the main problems and hot issues faced by primary school class teachers in their daily work, emphasizing the combination of theory and practice, guiding teachers to pay attention to the details of class teachers' work and understand and master the special laws of class teachers' work.

2. Knowing China-distance training for primary and secondary school class teachers

Using the "Zhixing China Teachers' Professional Development Support Fund", 50-hour distance training was organized for 65,438+10,000 primary school head teachers nationwide, which improved the overall quality of head teachers and promoted their work quality.

3. Assist in training primary and secondary school teachers in Yushu earthquake-stricken area in Qinghai.

Organize the special training of psychological rehabilitation education for primary and secondary school teachers in Yushu earthquake-stricken area in Qinghai 10 day to promote the recovery of their own psychological state and improve the ability to carry out psychological rehabilitation education for students after the earthquake.

-The training content takes "effective teacher training" as the theme, adheres to the combination of theory and practice, learns modern training theory, understands the characteristics and trends of teacher training development at home and abroad, explores training laws, summarizes training experience, refines typical cases, and effectively improves the practical ability of trainers to organize and implement training projects and effectively carry out teacher training. (1) Selecting training units through bidding or inviting bidding. In accordance with the principle of "openness, fairness and justice", select high-level institutions of higher learning and teacher training institutions to undertake training tasks. Strict project declaration and approval procedures, the establishment of training institutions competition incentive mechanism, to ensure a high starting point, high quality project implementation.

(2) Establish a high-level team of training experts. According to the requirements of the training project and the actual needs, the training task undertaker first selects training experts from the "National Training Plan" training expert database to form an expert team, of which at least 50% are excellent teachers in primary and secondary schools.

(3) Develop and integrate the teaching resources of high-quality training courses. Take effective ways to build and develop project curriculum resources, build the "National Training Plan" training resource library, promote the sharing of high-quality resources, and improve the efficiency of resource use. The training project organizer should make full use of the high-quality curriculum resources of the national training plan, effectively integrate all high-quality resources, and actively develop new resources. At the same time, the high-quality curriculum resources developed by each project with the funds of the national training plan should be included in the training resource database of the national training plan. Unless otherwise agreed, the training resources and related achievements developed by each project with the funds of "National Training Plan" shall be owned by the Ministry of Education.

(4) Carefully select students. The provincial education administrative department is responsible for the selection and recommendation of participants in the "National Training Program". All provinces (autonomous regions and municipalities) should strictly follow the specific requirements of each training program and do a good job in the selection of students. When necessary, teachers who meet the requirements and can play a leading role in training can be selected by combining self-recommendation, local recommendation and open selection, so as to ensure the realization of the training goal of "national training plan" to train "seed" teachers.

It is necessary to carefully organize specific work such as pre-training investigation, course planning, training expert selection, training and teaching organization, student assessment, student management and logistics support to ensure the smooth implementation and high-quality development of training projects. (1) Strengthen organizational leadership. The Ministry of Education is responsible for the overall management, coordination and guidance, project evaluation, evaluation and inspection and performance appraisal of the plan. "National Training Plan" project implementation office is responsible for the specific organization and coordination of related projects. The expert committee of "National Training Plan" is responsible for studying and formulating relevant standards and methods, reviewing implementation plans, guiding project implementation and evaluation and inspection, and providing professional support for the smooth development of teacher training projects. According to the general requirements of the National Training Plan, the provincial education administrative departments set up a leading group, which is responsible for coordinating the selection, organization, management, evaluation and information feedback of students in local training programs.

(2) Strengthen cooperation among all parties. The provincial education administrative departments should seriously coordinate relevant departments and institutions in the region, establish and improve the coordination mechanism of project training, strengthen communication and cooperation between relevant departments and institutions, give full play to the training organization role of education administrative departments at all levels, mobilize the enthusiasm and initiative of relevant institutions of higher learning and teachers training inside and outside the region, and cooperate with each other and closely to do a good job in the training of "National Training Plan".

(3) Strengthen project evaluation and inspection. Establish an evaluation mechanism combining expert evaluation, network evaluation and third-party evaluation to monitor and evaluate the whole process of project implementation, and take the results of project implementation and evaluation as an important basis for adjusting training tasks and project funds. Commend the regions and units with strong implementation and good results; If the implementation is ineffective and the effect is not good, the training plan will be adjusted or the project qualification will be cancelled. Formulate project management methods, standardize project management and ensure the healthy development of project work.

(four) standardize the use of project funds. The project funds of this plan are supported by the special funds of the central government and included in the annual budget. All the projects in the "National Training Plan" are free, and no training fees may be charged to the students. According to the measures for the management of project funds, formulate detailed rules for the implementation of training project funds management, strictly implement the system of budget and final accounts of project funds, strengthen the supervision of project funds, accept the audit of project funds, and use them for special purposes to prevent false reports, interception and misappropriation of training funds. Relevant units and personnel who violate discipline and discipline will be dealt with severely according to relevant regulations.
