Now, on behalf of the Ninth Commission for Discipline Inspection of Hunan Province, I will report to the General Assembly the work in the past five years and suggestions for the next five years, for your consideration.
I. Review of work in the past five years
The past five years have witnessed great economic and social development and new achievements in Party building in Hunan. (a) to carry out in-depth supervision and inspection of the implementation of major decision-making arrangements of the central and provincial committees. Insist on putting serious political discipline in the first place, closely focus on the implementation of major decision-making arrangements of the central and provincial committees, carry out in-depth supervision and inspection, and earnestly safeguard the smooth flow of government decrees. Strengthen the supervision and inspection of the implementation of political and organizational personnel disciplines in major activities of the party and the state, the change of office and other important work, and safeguard the party's centralization and unity and the authority of the central and provincial committees.
While strengthening supervision and inspection, we should closely focus on the key work of the government and carry out efficiency supervision according to law. Vigorously strengthen the efficiency construction of organs and optimize the environment for economic development. Cooperate with government performance evaluation. Establish a complaint handling mechanism and system for administrative efficiency at the provincial, city and county levels, optimize the environmental responsibility system for economic development, enterprise evaluation and supervision, enterprise-related inspection and filing and key project contact points, and carry out special efficiency supervision in key areas and efficiency supervision in important positions in the province. The province has successively carried out activities such as "Enterprise Service Year", "Agency Efficiency Building Year" and "Efficiency System Implementation Year".
(2) resolutely investigate and deal with cases of violation of discipline and law. In accordance with the requirements of the central authorities on resolutely punishing corruption, we have always maintained a high-pressure situation in investigating cases. Investigate and deal with cases of leading organs and cadres in key areas and key links such as land management, engineering construction, mineral resources development, property rights transfer, government procurement, selection and employment, and justice. To adapt to the development of the situation, strengthen the handling of cases in financial securities, people's livelihood and social security, monopoly industries, state-owned enterprises and other fields. From June 2006 to October 2006 10, 38,356 cases were put on file by the discipline inspection and supervision organs of the whole province, including 66 cadres at the prefecture level and 65,438 cadres at the county level. 37,930 cases were closed, 37,479 people were punished and transferred to judicial organs 164 1 person. The province * * * investigated and dealt with 936 government investment projects1project, 2065 other investment projects with more than 30 million yuan, corrected 9322 problems, investigated and dealt with 2352 cases of violation of discipline and law in the field of engineering construction, and gave disciplinary sanctions to 559 people. Strengthen the special governance of "small treasury" and improve the long-term governance mechanism. Dig deep into the corruption hidden behind mass incidents and liability accidents, and seriously investigate and deal with a number of cases such as illegal fund-raising cases in Xiangxi. Fully implement the standardization of handling cases, improve the coordination mechanism for investigating cases, set up case supervision and management institutions, and establish and improve a safe and civilized handling system. Establish an online reporting platform and broaden the channels for reporting letters and visits. Strengthen the work of case trial and appeal review, and strictly control the quality of cases. While seriously investigating and handling cases, we should pay attention to clarifying the right and wrong for cadres who have been falsely accused or wrongly sentenced, and protect the enthusiasm of cadres and officers in party member to start businesses. Pay attention to the analysis of major typical cases and give full play to the basic role of investigating cases.
(3) focus on solving outstanding problems that harm the interests of the masses. We will thoroughly implement the concept of putting people first and governing for the people, intensify efforts to rectify chaos, and earnestly safeguard the interests of the masses and social equity. We will continue to supervise and inspect the unreasonable charges in primary and secondary schools, focusing on rectifying the excessive use of supplementary materials and illegal class-running behaviors, and further standardizing school-running behaviors. Seriously investigate and deal with cheating in the college entrance examination, cheating in violation of regulations and other issues strongly reflected by the masses, and safeguard educational fairness. Deepen the control of unhealthy trends in the purchase and sale of medicines and medical services. Cooperate with relevant departments to standardize the new rural cooperative medical system and establish a centralized drug purchase and trading platform in the province. All non-profit medical institutions at or above the county level in the province participate in centralized drug bidding and purchasing, and primary medical institutions implement the basic drug system and zero-difference drug sales, which greatly reduces the burden of medical expenses for the masses. Seriously investigate and deal with commercial bribery cases in the medical and health field and cases of widespread concern in society. Strengthen the supervision and inspection of the use of social security funds and various special funds to ensure that they benefit people's livelihood. Efforts will be made to solve the problems that harm the interests of the masses in food and drug safety, land acquisition and demolition, enterprise restructuring, and wage payment for migrant workers. Attach great importance to safety in production and environmental protection, coordinate and urge relevant departments to carry out in-depth special treatments such as environmental tongzhi in Changsha, Zhuzhou and Xiangtan, pollution control in Xiangjiang River Basin, closure of paper polluting enterprises in Dongting Lake area, and seriously investigate and deal with a number of serious safety accidents such as the collapse of Tuojiang Bridge in Fenghuang County. Strengthen the supervision and inspection of the construction and distribution of affordable housing. Clean up and standardize the province's road traffic signs and technical monitoring equipment management, cable digital TV charges and services, driving training and driving test and other outstanding issues that the masses have strongly reflected. Special treatment will be given to the problems of excessive appraisal and commendation and celebrations, seminars and forums. Focus on monitoring the burden of farmers in some counties and cities, strengthen supervision and inspection of the implementation of the policy of strengthening agriculture and benefiting farmers in conjunction with relevant departments, and seriously investigate and deal with the acts of manufacturing and selling fake and shoddy agricultural materials and other pit farmers to harm the Agricultural Bank of China.
(4) Effectively strengthen the education and supervision of leading cadres. In accordance with the requirements of the construction of a system for punishing and preventing corruption, party member cadres are regularly educated on the party's work style and clean government, such as party discipline and political discipline, warnings and reminders, and the systems of lectures on clean government for leading party and government officials, talks on clean government before leading cadres take office, training for leading party and government officials, and clean government training for new leading cadres are implemented. We have formulated implementation opinions on strengthening and improving the construction of clean government culture, established a number of clean government culture demonstration sites and clean government education bases, extensively carried out the creation of clean government culture and the "six advances" activities, and strived to raise the awareness of clean government in the whole society and create a good social atmosphere for combating corruption and promoting clean government. In-depth study and publicity of the "Integrity Guidelines" and strengthen supervision and inspection of the implementation. Effectively stop public funds from traveling abroad, standardize the management and use of official vehicles, prohibit leading cadres from illegally intervening in the construction of engineering projects, clean up and correct leading cadres, their spouses, children and specific related persons from illegally investing in shares, and conduct special governance inspections on business-run enterprises, so as to promote leading cadres to be honest in politics. Adhere to the supervision and restriction of power as the core of the prevention and control of corruption, and conscientiously implement the central regulations on leading cadres reporting personal matters and strengthening the management of state employees whose spouses and children have moved abroad. In-depth exploration of ideas and ways to strengthen the post supervision of the party and government, the introduction of interim measures to strengthen the post supervision of the party and government in county, city, state and provincial bureau-level units, the implementation of the "three indirect responsibilities", the last post, clean government to the plenary session of the Commission for Discipline Inspection and the acceptance of evaluation system throughout the province. Improve and strengthen patrol supervision. The number of provincial inspection teams was expanded from four to six, and a large inspection was conducted in four cities and counties in the province/KLOC-0 by means of centralized inspection, special inspection and follow-up inspection, and the inspection of provincial units, some universities and state-owned enterprises was intensified. In accordance with the requirements of improving the internal supervision and control mechanism and open and transparent operation, all levels and departments have earnestly carried out the work of clarifying the source of power, making public the catalogue of power, drawing the flow chart of power operation, finding out the risk points of clean government, and establishing and perfecting the relevant systems for regulating power operation. Among them, 69 provincial units have established 3704 standardized power operation systems. Vigorously promote the openness of party affairs In Huarong and Hengdong counties, we will carry out pilot projects for the open and transparent operation of county party committees' power, and in Hengyang, Yiyang, Huarong, Hengdong, Yanling and Tianxin districts, we will carry out pilot projects for the openness of party affairs in local party organizations, and fully implement the openness of party affairs in grassroots party organizations throughout the province. We will promote the openness of government affairs, village affairs, factory affairs and public enterprises and institutions, and deepen the openness of government affairs in important areas and links such as capital and project management. At present, the budgets of 50 livelihood funds, such as direct grain subsidies and poverty alleviation funds, have been made public. Steadily promote the construction of e-government and administrative examination and approval electronic monitoring system in the province. Hunan Province established a joint meeting system of supervision work led by the Provincial Commission for Discipline Inspection and composed of 19 government departments, which strengthened the joint force of supervision.
(five) actively promote the innovation of anti-corruption system to prevent corruption. The provincial party committee and government have thoroughly implemented the requirements of the central authorities, vigorously strengthened the construction of anti-corruption system, and successively promulgated a series of rules and regulations, such as Provisions on Administrative Procedures in Hunan Province, Measures for Standardizing Administrative Discretion in Hunan Province, Provisions on Administrative Services in Hunan Province, and Outline for the Construction of Hunan under the Rule of Law. Focusing on the prevention and control of corruption in key areas and key links, our province has promulgated important laws and regulations such as Provisions on the Management and Use of Financial Funds for New Investment Projects, Provisions on Preventing and Curbing Leading Cadres' Illegal Intervention in Project Construction, and Provisions on Reporting Major Projects. Carry out special inspections on the implementation of the province's anti-corruption system and pay close attention to the implementation of anti-corruption laws and regulations. Deepen the reform and innovation of institutional mechanisms to prevent corruption from the source. The province cancelled and adjusted administrative examination and approval 10 1 1 in nine batches, administrative examination and approval fees 103, and 59 administrative fees. In accordance with the requirements of regulating administrative discretion, administrative law enforcement organs at all levels have generally formulated and implemented their own administrative discretion benchmarks and supporting systems, and publicized them on the Internet. Actively promote the reform of fiscal and taxation systems such as departmental budget management, government procurement management, centralized treasury payment, non-tax revenue management, official consumption, official reception fixed-point management, and travel expenses management, and vigorously promote the financial system reform of counties directly under the jurisdiction of the province and the reform of strong counties. We will steadily push forward various reforms such as the cadre and personnel system and the investment and financing system. Innovative public resources trading system, provinces, cities and counties to explore the establishment of a unified public resources trading platform, some places to carry out the establishment of rural public resources trading platform pilot, project bidding, state-owned land use rights and mining rights bidding system to further improve. Deploy and carry out pilot work of system integrity assessment and conflict of interest prevention. Comprehensively clean up and standardize trade associations and intermediary organizations, and solidly promote the construction of social credit system. In March 2008, our province was identified as a national pilot province for corruption prevention, and in April 20 10, Hunan Bureau of Corruption Prevention was established. On the basis of earnestly promoting the pilot work of corruption prevention in Changsha and 14 areas, the provincial party Committee issued opinions on strengthening corruption prevention. At the same time, the newly revised "Provisions on Implementing the Responsibility System for Building a Clean and Honest Party Style" has been fully implemented, further improving the responsibility system for building a clean and honest party style for leading bodies and cadres at all levels. Implement the responsibility system for building a clean and honest party style and institutionalize the punishment and prevention system.
(6) Vigorously strengthen the work style construction of leading cadres and the building of a clean and honest party style at the grassroots level. The Provincial Party Committee and the Provincial Commission for Discipline Inspection have always insisted on strengthening the party spirit cultivation of party member cadres, especially leading cadres, and taking establishing and carrying forward the fine work style as a strategic task. In the past five years, the provincial party Committee has issued three important documents to strengthen and improve the style of leading cadres, and has carried out theme month activities for five consecutive years. Every year, the theme is determined around important arrangements such as reform, development, stability and improvement of people's livelihood, and several working groups are sent to organize10,000 cadres to go to the grassroots level to change their work style in helping enterprises and the masses solve practical problems. In the past five years, we have solved more than 200,000 problems, handled more than 30,000 letters and visits, and mediated contradictions and disputes. Mass appraisal organs and cadres' work style activities are widely carried out at all levels in the province. Three times, ten thousand people have made democratic comments on the work style of provincial organs, and * * * has received more than 5,000 comments, and urged all the evaluated units to rectify within a time limit. In view of the outstanding problems in the party's work style and political style, we will carry out in-depth special rectification activities to control inaction, slow action, chaos and laziness. Combined with the activities of building a clean and honest party style in rural grass-roots units and striving for excellence, we will strengthen the work style construction of rural grass-roots cadres, comprehensively implement the evaluation system of the work style of grass-roots stations, the diligent and honest government system of village cadres, the villagers' consultation system and the regular evaluation system, establish and improve the system of villagers' supervision committees and party style and honest government supervisors, strengthen the management of rural collective funds, assets and resources, carry out supervision and inspection of rural land contracting, land requisition and village-level organization elections, and organize more than 17800 villages. We will earnestly strengthen the building of a clean and honest government in state-owned enterprises, universities and urban communities, and actively explore ways and means for non-public economic organizations and new social organizations to fight corruption and promote honesty. Seriously investigated and dealt with a number of corruption problems that occurred around the masses.
(7) Persevere in strengthening the self-construction of discipline inspection and supervision organs. In the province's discipline inspection and supervision system, we have carried out in-depth education on maintaining the Party's advanced nature, in-depth study and practice of Scientific Outlook on Development activities, striving for excellence, and practical activities on the theme of "being a loyal guardian of the Party and caring people of the masses", and a number of advanced collectives and advanced models such as Tang Yang, He Xiulian and Wang Haiyang have emerged. Strictly implement democratic centralism, improve the rules of procedure of the Standing Committee of the Provincial Commission for Discipline Inspection, and implement the division of responsibilities of the Standing Committee and the voting system for the selection and appointment of cadres. Vigorously carry out the activities of establishing "learning organs and learning party organizations", pay attention to strengthening theoretical research and summing up experience, and constantly improve the scientific level of work. Strengthen the training of cadres and improve their quality. Deepen the reform of the cadre personnel system, implement the two-way attachment system for cadres, and enhance the vitality of cadres. Taking strengthening internal supervision as a major task, discipline inspection and supervision organs at all levels have set up institutions specifically responsible for internal supervision, strictly implemented the code of conduct and disciplinary provisions for discipline inspection and supervision cadres, and severely punished discipline inspection and supervision cadres who violated discipline and law. The opinions of the Central Commission for Discipline Inspection on strengthening the construction of county-level discipline inspection and supervision organs have been fully implemented, and the county-level discipline inspection and supervision organs have been significantly improved in terms of staffing, equipment and funding guarantee. Improve the organization and working mechanism of discipline inspection in universities, state-owned enterprises and towns. Deepen the unified management of the agencies stationed by the discipline inspection and supervision organs. The implementation of the target assessment system of discipline inspection and supervision has further stimulated the enthusiasm of discipline inspection and supervision organs and cadres and officials at all levels to start businesses.
In the past five years, the achievements made in building a clean and honest party style and anti-corruption work in the province have benefited from the clear attitude, strong leadership and scientific decision-making of party committees and governments at all levels in the province, the hard work and unremitting efforts of discipline inspection and supervision cadres in the province, the earnest implementation of responsibilities by various departments and the strong support and active participation of the broad masses of the people. Here, on behalf of the Ninth Provincial Commission for Discipline Inspection, I would like to express my heartfelt thanks! While seeing the achievements, we should also see that at present, cases of violating discipline and law are still prone to occur frequently in some places and departments; Corruption in some key areas and key links is still serious, and major cases occur from time to time; Some unhealthy trends that harm the interests of the masses have not been effectively corrected; Some anti-corruption laws, regulations, policies and measures have not been fully implemented, and there is still a gap with the people's expectations of anti-corruption. The anti-corruption situation remains grim and the task remains arduous. We should fully understand the protracted nature, arduousness and complexity of the anti-corruption struggle, and carry it through to the end with a more determined attitude, more solid work and more effective measures.
Second, the basic work experience in the past five years
In the past five years, profound changes have taken place in the world, national conditions, party conditions and provincial conditions. The 17th National Congress of the Communist Party of China identified the anti-corruption construction as a basic task of Party building, requiring the whole party to put the anti-corruption construction in a more prominent position. The Fourth Plenary Session of the Seventeenth Central Committee clearly put forward a major issue to improve the scientific level of Party building. The Ninth Party Congress of Fujian Province put forward the strategic goal of scientific development, enriching the people and strengthening the province. The process of new industrialization, agricultural modernization, new urbanization and informatization in our province has been obviously accelerated, and many new situations, new problems and new trends have been encountered in building a clean and honest party style and anti-corruption work. In the practice of promoting the building of a clean and honest party style and anti-corruption work, we persist in proceeding from the reality in Hunan, creatively implement the central government's decision-making arrangements on the building of a clean and honest party style and anti-corruption work, and explore and accumulate some new experiences, mainly including:
(a) we must focus on the center, serve the overall situation, keep government decrees unblocked, safeguard the interests of the masses, safeguard social equity, and always adhere to the correct direction of work. Discipline inspection and supervision is a part of the work of the party and the state, and it bears the great responsibility and glorious mission of building a clean and honest party style and fighting against corruption. Discipline inspection and supervision organs should always find their own position, keep in mind their sacred duties, grasp the requirements of the times, and always adhere to the correct direction of work. Guided by Socialism with Chinese characteristics Theory, we should thoroughly implement Scientific Outlook on Development's major strategic ideas and basic concepts such as building a harmonious socialist society and adhering to people-oriented governance for the people, firmly establish a sense of center, overall situation, politics and service, take the lead in implementing and promoting the major decision-making arrangements of the Central Committee, the provincial party committee and the provincial government, and consciously incorporate discipline inspection and supervision into the overall work of the party and the state to plan and promote. (2) It is necessary to assess the situation and guide the situation according to the situation, enhance the forward-looking and targeted deployment of anti-corruption decision-making, and firmly grasp the initiative in work. Although the essence of corruption is the same, the specific forms are also different. In different time, space and economic and social backgrounds, corruption has different characteristics in specific fields, locations, incentives and mechanisms. To build a clean and honest party style and fight against corruption, we should not only implement the unified arrangements of the central authorities to the letter, but also adhere to the reality of Hunan and accurately grasp the staged characteristics of Hunan's economic and social development and the characteristics and laws of corruption breeding related to it. It is necessary to maintain the continuity and stability of the work, persistently solve various corruption problems that have occurred and are occurring, enhance the foresight and creativity of the work, and foresee and effectively prevent various possible corruption risks in advance. It is necessary to deeply understand the influence of new industrialization, agricultural modernization, new urbanization and informatization, increase investment in infrastructure construction such as road traffic, water conservancy and municipal administration, extend real estate development to cities and counties, and tilt financial expenditure to people's livelihood on the post use rights of cadres in party member, especially leading cadres, grasp the new trends and trends of corruption and unhealthy practices in time, and take targeted prevention and control measures in time for areas and posts with high corruption risks. Only in this way can we prevent incipient problems from developing into tendentious problems, prevent local problems from developing into overall problems, and firmly grasp the initiative in the anti-corruption struggle.

At the present stage, corruption has strong permeability and diffusion. Anti-corruption work should adhere to the strategic thinking of overall coordination, overall consideration, overall promotion and highlighting key points. It is necessary to comprehensively promote the prevention and control of corruption in all regions, departments, industries and fields, prevent one-sidedness and arbitrariness, give priority to solving outstanding problems in areas and parts where corruption is prone to occur frequently and the people strongly reflect, and concentrate time and energy on key points. In terms of governance, we should adhere to the principles of treating both the symptoms and root causes, comprehensive management, giving equal attention to punishment and prevention, implementing the requirements of the construction of punishment and prevention system, and paying attention to the basic role of education, the guarantee role of system construction, the key role of restriction and supervision of power operation, the promotion role of reform, the correction role of rectification, and the deterrent and radical role of punishment. We should not only resolutely punish, but also actively prevent problems before they happen, and constantly enhance the integrity, systematicness and effectiveness of anti-corruption work. While promoting the construction of punishment and prevention system in an all-round way, we should firmly grasp the power restriction and supervision of the main responsible persons of the party and government, key links and key positions, and the weak links and difficult problems in the prevention and control of corruption, such as power supervision and restriction and open and transparent operation in areas with concentrated interests such as construction projects and real estate, actively explore, overcome difficulties and constantly break through the "bottleneck". Only in this way can we promote the deepening of anti-corruption construction.
(four) to comply with the expectations of the masses, respond to social concerns, broaden the channels for the masses to participate in anti-corruption, and firmly establish a people-oriented work concept. The people feel corruption most directly and hate it most. To build a clean and honest party style and fight against corruption, we must thoroughly implement the concept of putting people first and governing for the people, and take realizing, safeguarding and developing the fundamental interests of the people as the fundamental starting point and end result. We should persist in asking the government for the people, asking about the needs of the people, asking about the people, listening to the people's voices, conforming to the people's feelings, paying attention to the people's feelings, responding to social concerns, taking people's satisfaction and dissatisfaction as the fundamental standard for measuring the effectiveness of anti-corruption work and the fundamental driving force for improving the work, starting from the places where the people are most dissatisfied, we should focus on solving outstanding problems that the people have strongly reflected and win the trust of the people with tangible results. We must persist in relying on the support and participation of the people, develop democracy, deepen openness, improve mechanisms such as letters and visits, online reporting, news and public opinion supervision, professional hotlines, administrative efficiency complaints, whistleblower and witness protection, and stakeholder participation, and constantly broaden the channels for the people to participate in anti-corruption. Only by giving full play to the important role of the people in anti-corruption work can anti-corruption work gain a broad social foundation and a profound source of strength.
(5) We must keep pace with the times, seek truth and be pragmatic, vigorously promote reform and innovation, and form a strong working force to create a new situation in combating corruption and promoting honesty. Innovation is an important source of social development and progress and an inexhaustible motive force for the prosperity of the cause. Under the new situation, anti-corruption work is faced with many thorny problems that have not been cured for a long time, as well as many new situations, new contradictions and new challenges. There are no ready-made answers and solutions to these problems and challenges. The fundamental way lies in practical exploration, and the fundamental method lies in innovation.
