Regulations of Changsha Municipality on Dog Breeding Management (202 1 Amendment)
Chapter I General Provisions Article 1 These Regulations are formulated in accordance with the provisions of relevant laws and regulations and combined with the actual situation of this Municipality for the purpose of regulating dog-raising behavior, maintaining city appearance, environmental sanitation and public order, safeguarding citizens' health and personal safety, and building a civilized and harmonious city. Article 2 These Regulations shall apply to the breeding, management and related management activities of dogs within the administrative area of this Municipality.

These regulations are not applicable to military organs, public security organs, emergency management organs, zoos, professional performance groups, scientific research institutions and other units that need dogs for specific work. Article 3 Dog management shall follow the principles of government supervision, self-discipline of dog owners, participation of grass-roots organizations and public supervision. Article 4 The people's governments of cities, districts and counties (cities) shall establish a dog management coordination mechanism with the participation of public security, agriculture (animal husbandry), urban management, health, housing and urban and rural construction, industry and commerce, finance, development and reform (price) and other administrative departments, organize and coordinate the dog management within their respective jurisdictions, and ensure the dog management funds at the corresponding level. Article 5 The Municipal People's Government shall establish a dog management service information system, and administrative departments such as public security, urban management and agriculture (animal husbandry) shall timely input the information related to dog management formed in the course of performing their duties into the system to realize information sharing. Article 6 Public security organs shall perform the following duties:

(a) to apply for a dog license;

(2) Killing rabies and disposing of stray dogs;

(three) investigate and deal with dogs disturbing people, letting dogs intimidate others, hurting dogs and other acts in violation of public security management;

(four) to investigate and deal with illegal acts such as raising dogs privately and illegally taking dogs out of the house;

(five) other duties as prescribed by laws and regulations. Article 7 The administrative department of agriculture (animal husbandry) shall perform the following duties:

(a) responsible for dog immunization supervision, in accordance with the principle of convenience to set up dog immunization points;

(two) responsible for the quarantine of dogs, and issue quarantine certificates to dogs according to the quarantine declaration;

(three) the establishment of dog epidemic monitoring network, monitoring dog epidemic;

(four) supervision and management of dog diagnosis and treatment, scale breeding and other activities according to law;

(five) to review, supervise and manage the implementation of animal epidemic prevention conditions in dog breeding places according to law;

(six) other duties as prescribed by laws and regulations. Article 8 The administrative department of health shall perform the following duties:

(a) responsible for the prevention of rabies and other diseases;

(2) Monitoring the rabies epidemic;

(three) do a good job in vaccination and diagnosis and treatment of rabies virus exposure;

(4) Other duties as prescribed by laws and regulations. Ninth urban management departments shall perform the following duties:

(a) to investigate and deal with the dog-raising behavior that affects the city appearance and environmental sanitation;

(two) investigate and deal with illegal occupation of roads for dog business activities;

(three) to guide and supervise the raising of dogs in public places such as parks and squares;

(4) Other duties as prescribed by laws and regulations. Tenth city, district, county (city) people's government and relevant administrative departments, towns (streets) should carry out publicity and education on dog raising according to law, civilized dog raising and rabies prevention and control knowledge through various forms.

Village (neighborhood) committees shall assist in the management of dog-keeping, discourage illegal dog-keeping, and report to the relevant administrative departments.

Village (neighborhood) committees and owners' meetings of residential quarters may formulate conventions and organize their implementation on matters related to raising dogs in this region.

Residential property service enterprises assist relevant departments to carry out dog management.

Encourage relevant industry associations, animal protection organizations and other social organizations to participate in dog management, training services and publicity and education according to law. Eleventh any unit or individual has the right to discourage illegal dog-keeping, and can report and complain through 12345 public service hotline or relevant departments. After receiving reports and complaints, the relevant departments shall promptly handle them and inform the informants and complainants of the handling situation. Chapter II Immunization and Licensing Article 12 The district management system shall be implemented for dog-raising in this Municipality in accordance with the no-dog-raising areas, strict management areas and general management areas.

Dog-keeping forbidden areas refer to office areas, hospitals, kindergartens, school teaching areas, student dormitory areas and unit collective dormitory areas.

Strict management area refers to the area under the jurisdiction of the street offices under the jurisdiction of the urban areas and county (city) people's governments, as well as other areas delineated and announced by the county (city) people's governments.

The general management area refers to other areas outside the dog-forbidden area and the strict management area. Thirteenth no dog breeding area shall not raise, breed or manage any dog.

No breeding, breeding or management of dangerous dogs is allowed in the strict management area. Strict management within the jurisdiction of the implementation of dog license system and dog rabies compulsory immunization system.

The comprehensive management area implements the dog rabies compulsory immunization system. Article 14 Where ordinary dogs are kept in the strict management area, each household is limited to one. Except for severely disabled guide dogs and disabled dogs. Fifteenth dog owners should send their dogs to the dog immunization point set up by the administrative department of agriculture (animal husbandry) for rabies vaccination and obtain the dog immunization certificate.

Newborn puppies were vaccinated with rabies vaccine for the first time at the age of three months, the second time at the age of twelve months, and then every twelve months.

The relevant departments shall incorporate dog immunization into the dog management service information system.
