The Interim Measures for the Management of Off-campus Make-up Classes defines the definition, basic principles, conditions and procedures of off-campus training institutions. According to the regulations, off-campus training institutions refer to institutions recognized by the state to provide disciplinary and non-disciplinary training services for primary and secondary school students in non-state compulsory education.
The principle of running an off-campus training institution is to adhere to public welfare, non-profit, follow the law of education and promote the all-round development of students.
2. Establishment and management of institutions
The establishment of off-campus training institutions must be approved by the administrative department of education at or above the county level, and the business license shall be handled according to law. The name of the institution shall reflect its non-profit nature, and the words "public", "government" and "official" shall not be used. After the establishment of the institution, it shall submit the filing materials to the administrative department of education.
Off-campus training institutions shall establish and improve the internal management system and standardize school-running behavior. The person in charge of the institution shall have the corresponding qualifications and shall not violate the laws and regulations related to education.
Specific content regulation
1, training contents and courses
Off-campus training institutions shall not exceed the standard for advanced teaching, and shall not organize students to participate in subject training beyond the school's prescribed study time. Non-disciplinary training shall not contain excessive teaching content. Off-campus training institutions shall carry out training in accordance with national curriculum standards, and shall not use unapproved teaching materials, lesson plans and courseware.
2. Teachers and training quality
Off-campus training institutions should be equipped with corresponding teachers, and trainers should have corresponding qualifications. Institutions should establish and improve the training quality assurance system and regularly evaluate the training effect.
3. Charge management
Off-campus training institutions shall collect fees in accordance with the publicized charging standards, and shall not induce parents to spend beyond actual needs.
4, publicity and supervision and management
Off-campus training institutions shall strengthen publicity and guidance, and shall not publish false advertisements. The administrative department of education shall strengthen the supervision and management of off-campus training institutions and investigate and deal with violations in a timely manner. In violation of these measures, off-campus training institutions shall be ordered by the administrative department of education to make corrections and be dealt with according to law.
