According to the "Notice on Carrying out the" Three Bases Construction Year "in our mine" (NoXX Mine XX < 20 12 >), in order to further strengthen the basic skills construction of employees, strive to improve their comprehensive quality, and fully promote the mine safety development, the following basic skills construction and quality improvement schemes are formulated:

I. Work objectives

(a) training of managers and professional and technical personnel at all levels. According to the arrangement of the higher authorities, 240 trainings for various management and professional technicians were completed throughout the year;

(two) the continuing education of professional and technical personnel and management cadres at all levels. 80% of the management (technical) personnel at or above the deputy division level have reached bachelor degree or above; 80% of the heads of functional departments and branch secretaries of grass-roots teams have attained college education or above; 90% of the vice presidents have obtained bachelor degree or above in related majors.

(3) Conduct safety technical training for production operators in and out of the well. Complete the safety training plan for post operation and underground operation personnel 1.200 person-times, and the safety training plan for underground special operation personnel 1.000 person-times, all of whom are certified.

(4) Post vocational skills training. Carry out post vocational skills training 120 person-times, and train and identify more than 50 skilled workers at all levels; Strive to identify 2 ~ 3 technicians every year, and identify no less than 5 jobs (according to the arrangement of the group).

(5) Vocational skill competitions and technical competitions. In addition to the internal skills competition organized by the miners' group, we should actively participate in the relevant vocational skills competition organized by the trade union of China Coal Group Corporation. For 10 ground professional posts, such as coal cutters, electricians, conveyors, security inspectors, etc., first of all, we should focus on the post technical training and competition activities of employees in this mine, and the participation rate of employee technical training and technical competition activities reaches over 95%. Through technical competition, skill competition and job training, the purpose of vocational skills training is realized.

(6) Vigorously carry out activities such as "scientific and technological innovation", "worker pioneer" creation, "young workers' job skills" construction, "golden ideas for energy saving and emission reduction", rational suggestions, and "stunt and unique skill" demonstration teaching.

(seven) earnestly implement the "mentoring, helping and bringing". For the newly transferred personnel, according to the provisions of document XX of the group company (2011), a mentoring contract is signed, and a mentoring incentive mechanism is established to drive the newcomers to graduate as soon as possible and take up their posts independently.

Two. Tasks and measures

Second, according to the arrangement of the group company, the party and government leaders of departments and teams are selected to participate in various training courses organized by the group company. The training content focuses on the systematic training of grass-roots party affairs, corporate culture, management norms, policies and regulations. Efforts should be made to strengthen the awareness of safety and quality management, project contract management, performance management and refined management, speed up the update of knowledge and concepts, and improve the ability of organization, leadership, coordination and communication.

(two) to carry out continuing education for professional and technical personnel. First, according to the special training arranged by the group company, organize the professional training of the whole mine on time. Second, according to the actual situation of the mine, organize professional and technical personnel to carry out technical development, technical transformation and technical research projects, carry out continuing education and training for professional and technical personnel with new theories, new regulations, new technologies, new processes, new materials and new equipment as the main contents, and flexibly adopt special seminars and lectures to make the number of professionals participating in training reach 100%. Third, according to the technical needs of the post, formulate preferential policies and send potential young talents to colleges and universities for further study. Fourth, according to the credit evaluation and certificate registration system for continuing education of professional and technical personnel, the credit of continuing education of professional and technical personnel should be linked to the evaluation and employment of their professional titles, so as to stimulate the initiative and creativity of professional and technical personnel to improve their professional quality.

(three) to strengthen the safety technical training of underground production line and auxiliary personnel. Team leader training contents: mainly focus on safety and quality standardization standards, safety regulations, team construction, team culture, team accounting, emergency treatment, emergency avoidance, management skills and team management system, team site management norms (team and post hidden dangers investigation and prevention, hazard identification and prevention, safety monitoring and monitoring facilities management, etc.). ). According to the training plan issued by the group company, we will decompose and implement the training indicators of skilled workers, send outstanding skilled workers to technical colleges for systematic training, strengthen new knowledge, new theories and operational skills, strictly identify procedures and professional standards, pay special attention to the identification quality and improve the qualified rate. According to the needs of production, we will further expand the types, scope and quantity of training, pay attention to practical results while training all staff, and carry out independent training according to the principle of what is lacking. It is planned to complete the independent training of job skills 120 person-times throughout the year, and strive to improve the skills of employees in major production units to meet the requirements of production, safety and quality for the professional and technical quality of employees.

(five) to carry out a wide range of vocational skills competitions and technical competitions. Actively participate in technical competitions organized by miners' associations and group companies, and organize professional competitions according to the implementation plan formulated by miners' associations. Organize cadres and managers at all levels, business backbone to carry out computer, writing, speech, calligraphy and other job skills competitions; Organize production personnel to learn business skills to meet the requirements of knowledge and operation, and the employee participation rate reaches over 80%. (6) Deepen activities such as "scientific and technological innovation", "pioneer of workers" and "job skills of young workers". Based on the application of new technologies and new processes such as technical problems, energy saving and emission reduction, organize and mobilize employees to carry out technical research and innovation, solve a series of problems affecting production efficiency, and promote scientific and technological progress of enterprises. (9) Strengthen the education and training system and infrastructure construction. Adhere to the Group's staff training center as the basis and the construction of the mine's staff training school as the basis, and extensively carry out the training of political and ideological quality, professional ethics quality, scientific and cultural quality, professional skills quality and healthy physique quality of all kinds of employees at all levels. Constantly increase investment in education and training, strengthen the construction of software and hardware, give full play to the resource advantages of online universities and information technology, coordinate with the training center of the group, do a good job in website construction, develop training programs, enhance service functions, and gradually extend the radiation of information education to teams and families, forming an advanced education and training means that is convenient, fast, rich in content, civilized and applicable, and suitable for self-study. Reasonably arrange the proportion of training funds for all kinds of personnel at all levels, and ensure that more than 80% of vocational education funds are used for the education and training activities of all employees.

After the inspection and supervision work, a special written inspection and supervision report must be formed and submitted to the "Three-level Construction Year" leading group office.

The inspection result is one of the bases for evaluating the quality improvement effect of various departments and grass-roots units every year.

Six, assessment and rewards and punishments

In accordance with the spirit of the Notice on Launching the "Three Bases Construction Year" (XX 20 12), the responsibility guarantee and division of labor are carried out in accordance with the relevant content requirements of the Implementation Plan for Special Quality Improvement. The assessment office of the enterprise management department is responsible for incorporating the improvement of employees' quality into the performance assessment. In combination with the monthly progress report of the staff quality improvement project and the quarterly staff quality improvement project promotion meeting, the performance of all departments, units and personnel will be assessed, and those departments and units whose assessment results do not meet the requirements of quality improvement will be re-studied, re-tested and accepted to ensure that all the work of the staff quality improvement project achieves the expected goals. Those who have made remarkable achievements in rationalization proposals, minor changes, on-the-job training, technical competitions and merit-creating activities will be rewarded and punished according to the relevant documents issued by the mine.
