The ecological park includes Zhougong Park, Maowanling, Caowenling, Muyouling, Huaguoshan, Fengluo Dailing, Baihuling, Wolsanling, Zhuwuling and Shierling, with a total planned area of 3,463.1239 mu. See attached drawings for specific protection scope.
According to the needs of urban development to expand the scope of protection of ecological parks, Pingnan County People's Government (hereinafter referred to as the county people's government) decided.
The county people's government shall set up boundary markers or other boundary markers according to the determined scope of protection of the ecological park. Article 3 The planning, construction, protection and management of ecological parks shall adhere to the principles of scientific planning, strict protection, unified management and sustainable utilization. Article 4 The Municipal People's Government shall strengthen its leadership in the protection of ecological parks, and support and help local governments to do a good job in the protection of ecological parks.
The county people's government shall strengthen the organization and leadership of the planning, construction, protection and management of the ecological park, include the required funds in the fiscal budget, and coordinate and solve major problems related to the ecological park.
The street offices where the ecological park is located shall assist and cooperate with the county-level garden administrative departments to do a good job in the protection and management of the ecological park. Fifth city and county garden administrative departments are responsible for organizing and coordinating the planning, construction, protection and management of ecological parks.
Other relevant administrative departments shall, in accordance with their respective responsibilities, be responsible for the related work of the ecological park. Sixth all units and individuals have the obligation to protect the natural ecological environment and public facilities of the ecological park, and have the right to report and stop the destruction of the natural ecological environment and public facilities of the ecological park.
Encourage units and individuals to participate in the construction of investment ecological parks or support the development of ecological parks by means of funding and donations.
Units and individuals that have made important contributions to the protection, construction and management of ecological parks shall be rewarded by the municipal and county people's governments. Chapter II Planning and Construction Article 7 The county garden administrative department shall, jointly with the planning, eco-environmental protection, tourism and other relevant departments, formulate the overall planning and detailed planning of the ecological park, which shall be reported to the county people's government for approval and announced to the public.
Before the approval of the master plan, the county people's government shall submit it to the Standing Committee of the county people's Congress for deliberation, and conduct research and treatment according to the deliberation opinions. Eighth approved ecological park planning is the basis for the construction, protection and management of ecological parks, which should be strictly implemented, and no unit or individual may change it without authorization.
If it is really necessary to adjust or change the planning of the ecological park, it shall be submitted for approval in accordance with the original examination and approval procedures. Ninth construction projects in the ecological park should be carried out in strict accordance with the planning and approval requirements.
Existing buildings (structures) and other facilities that do not meet the planning should be rectified, dismantled or relocated according to law.
Except for special needs such as emergency rescue and disaster relief and public safety, no other construction activities shall be carried out in areas without detailed planning. Article 10 The site selection, layout, height, volume, shape, style and color of an ecological park construction project shall reflect the cultural characteristics of the Duke of Zhou and be in harmony with the surrounding landscape and ecological environment. Eleventh approved units and individuals engaged in construction activities in the ecological park, should take effective measures to protect the natural ecological environment, not littering. After the construction, the site should be cleaned in time to restore the original appearance of the environment. Twelfth new construction, renovation and expansion of residential buildings are prohibited in the ecological park, and the existing residential buildings should be rectified or gradually moved out according to the planning requirements. Thirteenth new hotels, guest houses, villas, resorts, training centers, nursing homes and other buildings unrelated to ecological protection are prohibited in the ecological park.
It is forbidden to build, rebuild or expand industrial projects in the ecological park; Existing industrial enterprises should gradually move out or close down.
It is forbidden to store inflammable, explosive, toxic, harmful and radioactive corrosive substances in the ecological park. Fourteenth it is forbidden to build, rebuild, expand and renovate graves in the ecological park.
The existing graves in the ecological park, except those with historical, artistic and scientific value protected by the state, should be moved or buried within a time limit, leaving no graves.
Tombs without owners shall be disposed of by the local people's government and relevant departments according to law. Chapter III Protection Article 15 The existing natural and cultural landscape resources in the ecological park shall be strictly protected, including:
(1) Lakes, ponds and streams;
(2) Bamboo forests, flowers and plants, wild animals, rock and soil, landforms, etc. ;
(three) garden buildings, religious temples, revolutionary martyrs memorial facilities, stone carvings, etc. ;
(four) other natural and cultural landscape resources that need to be protected. Article 16 The garden administrative department shall do a good job in afforestation, forest protection and fire prevention and control of forest diseases and insect pests in the ecological park, effectively protect the growth and habitat of forest vegetation and animal and plant species, and maintain biodiversity. No unit or individual may commit any of the following acts:
(a) damage to the green lawn, picking flowers and fruits without authorization;
(2) cutting down trees and digging up plants without authorization;
(three) unauthorized use of fire in the wild;
(4) Other acts of sabotage.
Trees and flowers suitable for local growth, with ecological characteristics, beautiful tree shape and ornamental value should be planted in the ecological park. It is forbidden to plant new timber forests, and existing timber forests with a rotation period of less than ten years should be replanted in due course.
