Legal analysis: The negative list of over-standard and advanced training is made in order to implement the requirements of "resolutely prohibiting behaviors such as taking exams, over-standard, advanced training and enrolling students" put forward by relevant regulations, and to provide a basis for all localities to regulate the over-standard and advanced training behaviors of primary and secondary school students' off-campus training institutions. On the basis of keeping a good record of the contents of subject knowledge training in off-campus training institutions, we will seriously investigate and deal with excessive and advanced training behaviors according to the negative list, effectively reduce the excessive extracurricular burden of primary and secondary school students, and form a good situation of collaborative education inside and outside the school.

Legal basis: Article 33 of the Law of People's Republic of China (PRC) on the Protection of Minors. Schools should cooperate with the parents or other guardians of underage students to reasonably arrange their study time and ensure their time for rest, entertainment and physical exercise. Schools shall not occupy national statutory holidays, rest days and winter and summer vacations, and organize underage students in compulsory education to make up lessons collectively to increase their learning burden. Kindergartens and off-campus training institutions shall not conduct primary school curriculum education for preschool minors.
