Article 5 Industrial enterprises are the main body of industrial energy conservation, and should strictly implement energy conservation laws, regulations, rules and standards, speed up energy conservation technology progress, improve energy conservation management mechanism, improve energy utilization efficiency, and accept energy conservation supervision and management by the competent departments of industry and information technology. Article 6 Industry associations and other social organizations are encouraged to play an active role in industrial energy-saving planning, formulation and implementation of energy-saving standards, promotion of energy-saving technologies, energy consumption statistics, energy-saving publicity and training, information consultation and energy efficiency standards. Chapter II Manageability Article 7 The competent departments of industry and information technology at all levels shall formulate industrial energy-saving plans or action plans and organize their implementation. Article 8 The competent departments of industry and information technology at all levels shall strengthen the adjustment of industrial structure, formulate industrial policies conducive to industrial energy conservation and emission reduction in conjunction with relevant departments, and comprehensively apply price policies such as ladder price, differential price, punitive price, fiscal and tax support, green finance and other means to promote the green transformation of traditional industries and the development of energy-saving industries.
The competent departments of industry and information technology at all levels should promote the inclusion of high-efficiency and energy-saving products and equipment in the government procurement list, and give priority to the use in the bidding of government investment construction projects. Article 9 The Ministry of Industry and Information Technology shall establish a mechanism for selecting, evaluating and popularizing industrial energy-saving technologies and products, and publish a recommended catalogue of advanced and applicable industrial energy-saving technologies and high-efficiency energy-saving equipment (products), as well as a catalogue of obsolete technologies and equipment that do not meet the mandatory energy efficiency standards. Accelerate the popularization and application of advanced industrial energy-saving technologies, processes and equipment, strengthen energy demand side management in industrial fields, cultivate industrial energy efficiency evaluation centers, and promote the technological progress of energy-saving in industrial enterprises.
Encourage key energy-saving technology research and major energy-saving equipment research and development, organize the implementation of energy-saving technology and equipment industrialization demonstration, and promote the development of energy-saving equipment manufacturing industry. Article 10 The Ministry of Industry and Information Technology shall, in accordance with the law, organize the formulation and timely revision of energy consumption limits per unit product, energy utilization efficiency of industrial energy-using equipment (products) and other relevant standards and energy-saving technical specifications, and organize their implementation and supervision.
Encourage local and industrial enterprises to formulate local industrial energy-saving standards and enterprise energy-saving standards that are stricter than national standards and industry standards according to law.
Guide industry associations and other social organizations and industrial technology alliances to formulate group energy-saving standards according to industry characteristics. Article 11 The Ministry of Industry and Information Technology shall organize the compilation of industrial energy efficiency guidelines, release industrial energy efficiency-related indicators such as products (processes) of major energy-consuming industries, establish an industrial energy efficiency level index system, and implement dynamic adjustment. Article 12 The competent departments of industry and information technology at all levels shall, according to the industrial energy consumption and industrial economic development, study and put forward the total industrial energy consumption control targets and energy-saving targets in their respective administrative areas, and implement target management. Thirteenth competent departments of industry and information technology at all levels shall, according to their duties, conduct energy-saving review on the energy-saving assessment report of fixed assets investment projects of industrial enterprises. For projects that have passed the review, it is necessary to strengthen post-event supervision and supervise and manage the implementation of energy-saving measures. Fourteenth industrial and information technology departments at all levels shall regularly analyze the situation of industrial energy consumption and industrial energy conservation, and establish an industrial energy conservation situation judgment and industrial energy consumption early warning mechanism. Fifteenth industrial and information technology departments at all levels shall establish an education and training mechanism for industrial energy-saving managers and professional and technical personnel, formulate education and training plans and outlines, and organize special education and job training.
The competent departments of industry and information technology at all levels shall carry out industrial energy-saving publicity activities and actively publicize industrial energy-saving policies and regulations, energy-saving technologies and advanced experience. Article 16 The competent departments of industry and information technology at all levels shall foster the development of energy-saving service industry, support energy-saving service institutions to carry out industrial energy-saving consulting, design, evaluation, measurement, testing, auditing and certification services, and actively promote energy-saving mechanisms such as contract energy management, energy-saving equipment leasing, government and social capital cooperation mode, and voluntary energy-saving agreements. Scientifically establish the initial allocation of energy use rights and carbon emission rights, and carry out related work of energy use rights and carbon emission rights trading.
