Detailed Rules for the Implementation of Regulations of Baotou Municipality on the Administration of Cultural Market
Chapter I General Provisions Article 1 These Detailed Rules are formulated in accordance with the Regulations of Baotou Municipality on the Administration of Cultural Market. Article 2 All units and individuals engaged in cultural market management activities within the administrative area of this Municipality shall abide by the Regulations and these Detailed Rules. Article 3 The cultural market mentioned in these Detailed Rules includes:

(a) song and dance entertainment market:

1. Ballroom (including nightclubs, restaurants and dances, etc. );

2. karaoke bars (including bars, cafes, restaurants, etc. Equipped with bands and singers);

3. Karaoke hall (including coffee shop, teahouse, restaurant, KTV room, etc.). With karaoke equipment);

4 other commercial song and dance entertainment activities and places.

(2) Game and entertainment market:

1. Video game venue;

2 billiards, bowling and golf (including simulation) venues;

3. Chess room and gym;

4. Recreational archery and shooting (non-metallic projectiles);

5. Other places for business games and entertainment activities.

(3) Performance and exhibition market:

1. Commercial performances in this city and other places;

2. Singing, performance and performance of bands, singers and other forms of cultural performances in song and dance entertainment places, as well as sound and lighting operation of performances;

3. Commercial performances such as literature and art, fashion and bodybuilding;

4. Long-term or temporary business performances and ceremonial performances conducted by amateur art performance teams, drum bands and honor guards in enterprises and institutions;

5. Street and indoor performances by scattered folk artists;

6 foreign and Hong Kong, Macao and Taiwan groups and individuals' formal and informal performances;

7. Various paid literary competitions and fund-raising performances;

8. Various commercial cultural and artistic exhibitions;

9. Other commercial performances and exhibitions.

(4) Audio and video market:

1. Distribution, sale and lease of tapes, records and discs of literature and art;

2. Distribution, sale, lease and projection of art video tapes and videos;

Distribution, sale, lease and projection of other audio-visual products.

(5) Books, newspapers and periodicals market:

1. Distribution, sale and lease of books, picture books, periodicals, magazines and newspapers;

2. Issue and sell New Year pictures, calendars, pictures and greeting cards;

3. Collection and sale of antique paintings and calligraphy;

4. Distribution, sale and lease of printed matter and other cultural and artistic reproductions.

(six) arts and crafts market:

1. Sell exquisite handicrafts;

2. Mounting and selling of paintings and calligraphy permitted by the state;

3. Cultural relics allowed to be sold by the state.

(seven) literature and art training market:

1. Training and learning of dance, vocal music, instrumental music and fashion models;

2. Training and learning of calligraphy and painting, arts and crafts;

3. Training and learning of other artistic performances and modeling skills.

(8) Business activities in cultural and artistic exchanges between China and foreign countries. Chapter II Application and Approval Article 4 To apply for engaging in cultural market business activities, the following documents must be submitted:

(a) the certificate of the applicant's superior competent department or a copy of his personal identity card;

(two) the relevant certification materials of the person in charge of the operation;

(3) Information on facilities and equipment;

(four) the management organization and staffing;

(5) Certificate of use of the business premises;

(6) Articles of association for operation and management. Article 5 Examination and approval procedures:

(a) belonged to enterprises, institutions, organs, organizations and individuals engaged in cultural market business activities, the applicant must hold documents to the local flag (county), the district administrative department for culture to receive and fill in the application form, the local flag (county), the district administrative department for culture review qualified, and reported to the municipal administrative department for culture stamped for the record, by the local administrative department for culture issued a copy of the "cultural business license";

(II) If enterprises, institutions, municipal departments and mass organizations of the Central Committee and Inner Mongolia come to this city to carry out cultural market business activities, the applicant shall hold the required supporting documents to the municipal cultural administrative department to receive and fill out the application form, and after passing the examination, issue a Cultural Business License (copy);

(3) Song and dance entertainment places, game entertainment places and video projection places must also hold the Cultural Business License (photocopy) and apply for the Safety Certificate from the local public security organ;

(four) cultural business activities involving catering projects, must hold a "cultural business license" (copy) and apply to the local health and epidemic prevention department for a "health permit" and "health certificate";

(five) the applicant holds the "cultural business license" (copy) to the local price department to apply for the "license fee", and then to the administrative department for Industry and commerce to apply for the "business license";

(six) after the applicant applies, the relevant departments should give a clear answer within one week. Article 6 Before starting business, the administrative department of culture shall conduct pre-job training for employees and business leaders, and the business leaders shall be issued with the Qualification Certificate of Cultural Market Leaders after passing the examination; Performers such as lighting engineers, sound engineers, actors, singers, dancers, fashionistas, bodybuilders, etc. will be issued with the Cultural Market Performance Permit after passing the examination.
