In order to meet the needs of the development of the school cause and the reform of the cadre and personnel system, we should further strengthen the construction of the cadre team, train an excellent reserve cadre team with both ability and political integrity in a planned way, and establish a talent pool for the school reserve cadres. According to the spirit of the relevant documents of the higher authorities, the Party branch committee and the leading group of the school decided to solicit opinions extensively and recommend the school reserve cadres within a certain range. The relevant matters are hereby notified as follows:
First, the conditions that reserve cadres should have.
1. Have a good knowledge of Marxism–Leninism theory, implement Scientific Outlook on Development, stand firm in politics, support the party's basic line, and strive to implement the party's principles and policies;
2. Have certain organizational and management skills, and be familiar with and competent for the work undertaken;
3. Work style is practical, democratic, pragmatic, diligent and pioneering. At the same time, it is fair and upright, strict with self-discipline, taking the overall situation into account, and has a good mass base;
4. Outstanding achievements in the current work;
5. Have a college degree or above;
6. Have a reasonable age structure: under 35 years old.

(1) Once the list of reserve cadres is confirmed, the school party branch will establish a special file of reserve cadres for unified management.
(2) Schools should fully understand the importance of the construction of reserve cadres, actively do a good job in the selection, training, management and assessment of reserve cadres, and provide necessary conditions for the growth of reserve cadres.
(3) The Party branch should adjust and update the talent pool of reserve cadres in time according to the actual situation of training, management and assessment of reserve cadres.
(4) The Party branch of the school will continue to strengthen the training and use of reserve cadres. Actively provide a platform for the growth of reserve cadres through cadre training, schools, and internal and external attachment exercises. Newly appointed middle-level leading cadres in schools should be produced from the list of reserve cadres at the same level in principle.

2. Recommend reserve cadres should pay attention to the overall situation of school development, comprehensively consider and recommend outstanding talents in different positions, especially those with professional expertise and certain management skills.
3. In the process of recommending reserve cadres, we should adhere to the principle of having both ability and political integrity, and at the same time pay attention to the principle of giving priority to lesbians, minority cadres and non-party people.
