1. The training of 30,000 professional backbone teachers supported by the central government will allocate places according to the number of full-time teachers in secondary vocational schools in various provinces (autonomous regions and municipalities), take into account the needs of economic and social development for vocational education, pay attention to the combination with the development of economic belts, and appropriately tilt to the central and western regions and old industrial bases.

2. The number of professional backbone teachers trained by local organizations at the provincial level is determined according to the number of full-time teachers in secondary vocational schools in various provinces (autonomous regions and municipalities). 3. The special part-time teacher funding plan for the shortage of funds in secondary vocational schools is determined by the number of students and the ratio of students to teachers in secondary vocational schools in all provinces (autonomous regions and municipalities).
