To develop party member, we must fulfill the procedures of joining the Party in strict accordance with the provisions of party constitution. This is to ensure that the advanced elements with party member qualifications are absorbed into the Party from the organizational system, so as to maintain the nature of the Party as the vanguard of the working class. Going through the formalities of joining the Party is not a simple technical work, but a serious political work, which is to conduct political education and organizational review on comrades who apply for joining the Party. Therefore, when handling the procedures for joining the Party, it must be implemented in accordance with the relevant provisions of party constitution. The specific procedures are as follows:

1. People who want to join the Party must apply to the Party organization voluntarily, usually in written form.

2. After Party organization training, education and investigation, when conditions are ripe to develop its party member, you must fill out the Application Form for Joining the Party. The letter of intent to join the party is the main basis for the party organization to examine the applicants for joining the party. I must be serious, loyal and honest when I fill in the "Volunteer to Join the Party", and there must be no falsehood or concealment.

3. Two official party member are responsible for the introduction. References can be invited by the applicant himself or recommended by the party organization.

4, accept the new party member to join the party, must hold a party branch meeting to discuss and make a resolution. Before the discussion, the Party branch committee should carefully examine the Letter of Intention to Join the Party and the qualifications of the party introducer, and listen to the opinions of the masses inside and outside the Party. Applicants for joining the Party should attend the Party branch meeting. After discussion, a resolution was passed by voting, which was written into the "Volunteer Letter for Joining the Party" and reported to the Party Committee for approval in a timely manner. When discussing the number of people to join the Party at a branch meeting, we must discuss and vote one by one.

5, the superior party organization in the examination and approval to receive the new party member, must be decided by the committee collective discussion. Before the examination and approval, a special person (Party committee member or organization member) must be appointed to review the "Application for Joining the Party" and have a targeted conversation with the applicant for further investigation.

6. After the development goal is approved to prepare party member, party flag should be sworn in as party member.
