According to the spirit of the the State Council executive meeting, since 2003, the Central Committee of the Communist Youth League, the Ministry of Education, the Ministry of Finance and the Ministry of Personnel have jointly organized and implemented the Western Plan, and a certain number of fresh graduates are recruited from ordinary colleges and universities to engage in voluntary service at the township level in western poverty-stricken counties.

After the expiration of volunteer service, we should encourage them to take root at the grassroots level, or choose their own jobs and move around for employment, and give certain policy support in further studies and employment.

The western region plans to recruit fresh graduates and graduate students from universities listed in the list of national ordinary universities of the Ministry of Education (available in xibu.youth.cn). The total GPA of registered volunteers ranks within the top 70% of the total number of students of the same grade in the department, and they have obtained graduation certificates, which are healthy and have the spirit of volunteers.

Western planning service hours:

Since 2009, the service period of the western plan has been adjusted from 1-2 years to 1-3 years, and the first signing period of volunteers for the western plan is 1 year or 3 years. /kloc-volunteers who are about 0/year can apply for extension of service in March next year after the service expires.

With the consent of the service county project office and the approval of the service provincial project office, the National Project Office will determine the list of postponed volunteers according to the service post plan for the next year and the post requirements of various special operations.

The plan for the western region includes 1 1 special actions such as teaching and helping doctors, supporting agriculture, distance education for grass-roots youth, grass-roots procuratorates, grass-roots legal aid, grass-roots courts, development finance, and post-disaster reconstruction of peace operations in the western region.
