Legal analysis: Enterprise employees, rural migrant workers, the new generation of migrant workers, young people who have not continued their studies in urban and rural areas, laid-off workers, retired soldiers, and people with employment difficulties (including the disabled) will be included in key support groups, and Ministry of Human Resources and Social Security will give subsidies to key groups to participate in different skills training programs for free.

Legal basis: the State Council issued the Action Plan for Improving Vocational Skills (20 19—202 1 year) No.24 (V) to intensify the skills poverty alleviation work for poor laborers and children of poor families. Focus on poverty-stricken areas, especially deep poverty-stricken areas such as "three districts and three States", encourage the provision of free vocational skills training for poor laborers through project-based purchase of services, subsidize the living expenses (including transportation expenses, the same below) during the training period through employment subsidy funds, and continuously increase the proportion of poor people participating in training to poor laborers. Continue to promote vocational education, vocational skills training and assistance under the framework of poverty alleviation cooperation between the east and the west, and training entrepreneurs in poor villages. We will further promote skill poverty alleviation in thousands of schools and in deep poverty-stricken areas, and implement the national bursary and tuition-free policy for secondary vocational education for students from poor families who receive technical education according to regulations; Poor families whose children receive technical education shall be subsidized according to the policy.
