Development and reform, education, public security, civil affairs, finance, agriculture and rural areas, health, market supervision and management, statistics, taxation, finance and other departments shall, according to their respective responsibilities, do a good job in the employment of disabled people. Article 4 The Federation of Disabled Persons at or above the county level shall perform the following duties in promoting the employment of disabled persons:

Seventh people's governments at all levels shall commend and reward the units and individuals that have made remarkable achievements in the employment of the disabled. Chapter II Responsibilities of the Employer Article 8 Organs, organizations, enterprises, institutions and social service institutions (hereinafter referred to as employers) within the administrative region of this province shall fulfill their responsibilities and obligations to support and promote the employment of disabled persons in accordance with the provisions of relevant laws, regulations and these Measures.
The employing unit shall arrange employment for the disabled in accordance with the proportion stipulated by the state; If the employment of the disabled does not reach the prescribed proportion, the employment security fund for the disabled shall be paid. Article 9 When employing disabled persons, the employing unit shall sign a labor contract or service agreement with the recruited disabled persons or their guardians according to law, provide them with posts, working conditions and labor protection suitable for their physical and mental conditions, pay wages or remuneration in full and on time, and participate in social insurance according to law.
In addition to assisting employment, the employing unit shall pay wages to the recruited disabled persons according to the local minimum wage standard.
The employing unit shall not discriminate against disabled employees in promotion, promotion, post appointment, job title evaluation, remuneration, social insurance, welfare, rest and vacation, etc. Article 10 The employing unit shall, according to the actual situation of its disabled employees, conduct induction, job transfer and job transfer training for disabled employees. Article 11 Except as otherwise provided by the state or in special industries and posts, the employing unit shall not refuse to employ or recruit disabled persons on the grounds of disability.
Unless otherwise stipulated by laws and regulations, the employing unit shall not terminate the labor contract with employees who are disabled at work and confirmed to have lost or partially lost their ability to work. Article 12 The employing unit shall, according to the actual situation of recruited disabled persons, build or transform a barrier-free working environment, and eliminate the obstacles caused by facilities, equipment, communications and other factors to the work and life of disabled persons. Chapter III Safeguards Article 13 People's governments at all levels shall establish and improve employment assistance systems and mechanisms for the disabled, broaden employment channels for the disabled and promote their employment.
The people's governments at or above the county level and their relevant departments and the Disabled Persons' Federation shall formulate policies to support the employment and entrepreneurship of the disabled in light of the actual situation and announce them to the public. Article 14 The people's governments at or above the county level shall, in accordance with the provisions, incorporate the employment security fund for the disabled into the overall arrangement of the local general public budget, and increase financial security according to the local employment situation and employment tasks of the disabled, so as to promote the employment and entrepreneurship of the disabled and increase their income.
The specific measures for the use of employment security funds for the disabled shall be formulated by the financial, human resources and social security departments of the provincial people's government and the provincial disabled persons' Federation. Article 15 People's governments at all levels shall give key support to enterprises and institutions, social service institutions, blind massage institutions, occupational therapy institutions, agricultural therapy institutions, sheltered workshops, poverty alleviation workshops, poverty alleviation employment bases, etc.
