According to the level of economic and social development and the basis of medical and health work in each region, the Implementation Opinions divides the whole province into three regions (Kunming, Yuxi, Qujing, Chuxiong and Dali, and the rest 1 1 city), and gradually establishes a unified and standardized resident training system according to different regional classifications. It is required that from 20 15, medical graduates with bachelor's degree or above who newly enter medical positions in tertiary medical institutions (including private ones) in Class I and II areas must receive standardized training for residents. Starting from 20 16, medical graduates with bachelor's degree or above who have entered the medical posts in medical institutions above level 2 in Class I and Class II areas (including private enterprises) and medical institutions above level 3 in Class III areas must receive standardized training for residents. Starting from 20 18, all medical graduates with bachelor's degree or above who have entered the medical positions of medical institutions (including private enterprises) above the second level in Class I, Class II and Class III districts will receive standardized training for residents. By 2020, all clinicians with bachelor degree or above must receive standardized training for residents in new medical posts in the province.
"5+3" is the main mode of standardized training for residents in our province, that is, graduates who have completed five-year undergraduate education in medical specialty receive three-year standardized training for residents in the training base. Medical graduate students have received at least 1 year training in the training base according to the principle of "what is lacking". Medical college graduates can participate in standardized training for residents only after they have obtained bachelor's degree or medical practitioner qualification.
Trainees are managed according to the residents of the training base, abide by the relevant management regulations of the training base, and enjoy relevant treatment according to the regulations. The "Implementation Opinions" stipulates that those who pass the standardized training and assessment of residents will be awarded the "Certificate of Standardized Training of Residents" uniformly produced by the National Health and Family Planning Commission and state administration of traditional chinese medicine. At the same time, the contents and methods of standardized training for residents and postgraduate training for master's degree in medicine will be gradually unified: clinicians who have obtained the certificate of standardized training for residents and meet the requirements of national degree can be awarded master's degree in medicine; At the same time, graduate students who are studying for a master's degree in medicine can obtain a standardized training certificate for residents if they are trained according to the standardized training standards for residents and pass the examination.
In areas where standardized training for residents is fully launched, obtaining the standardized training certificate for residents will be one of the employment conditions for intermediate technical posts in clinical medicine. Starting from 2020, obtaining the certificate of standardized training for residents will be one of the conditions for new recruits in medical institutions at all levels to hire junior doctors in clinical medicine.
By establishing a standardized training system for residents, we will further cultivate qualified doctors who meet the clinical needs and improve the overall quality and level of medical services.
