As far as authority is concerned, what the state recognizes is authority. Many universities (especially technical schools) in China will issue these certificates to students.

When it comes to job-hunting help, I personally consider it from the perspective of HR: it would be better if you have these certificates. If you don't, it won't be the basis for me to choose you. The key depends on your quality and skills.

In addition, these documents issued by Ministry of Human Resources and Social Security are different from those issued by the Safety Supervision Bureau. The documents issued by the Safety Supervision Bureau (such as welder's license) are what you need to engage in related work, while the documents issued by Ministry of Human Resources and Social Security are only an official judgment of your professional ability level. As for recognition, every enterprise is different.

In other words: For example, if you want to be a welder, you must take the welder qualification certificate of the Safety Supervision Bureau, and the welder grade certificate of Ministry of Human Resources and Social Security is dispensable.
