Tongan District Special Education School is a special education school integrating nine-year compulsory education with literacy education for mentally retarded, cerebral palsy, autism, vocational high schools and adult disabled people. It is the only boarding special education school for mentally retarded children in Xiamen, which plays the role of special education center in Tong 'an District and provides guidance and resource library services for regular classes in the whole district.

At present, there are 165 students, 20 teaching classes, teaching points in Xiamen Children's Welfare Institute, and home delivery service. The school adheres to the integrated mode of education, rehabilitation and employment training. The school adheres to the pursuit of "love and beauty", creates an educational environment of "campus is home", practices the educational concept of "education is life", plans the development of the school scientifically, pragmatically and with the times, and serves the education of disabled people in this region.

Special education is to educate special objects by using special methods, equipment and measures. Special education in a narrow sense refers to the special education scope for the physically and mentally handicapped, that is, education for the blind, hearing-impaired (deaf) children, mentally retarded children and problem children, and supports such education from the aspects of economic investment, scientific research, teachers and equipment.
