Chapter I General Provisions Article 1 In order to implement the policy of "safety first, prevention first" and improve the safety technical quality of coal mine workers, these provisions are formulated in accordance with the relevant provisions of the Mine Safety Law of People's Republic of China (PRC) and the Regulations on Coal Mine Safety. Article 2 Coal mine safety technical training is an important basic work to realize coal mine safety production. We must adhere to the principles of "paying equal attention to management, equipment and training" and "compulsory training, hierarchical management, unified standards, assessment and certification", and conduct planned training and regular safety education for employees. Article 3 Safety technical training shall be the responsibility of administrative leaders at all levels and shall be included in the agenda of the safety office meeting; In charge of safety work, the Coal Management Bureau, the Coal Department (bureau, company) and the Department and Director of the Mining Bureau are responsible for organizing safety supervision, labor, cadres, education, trade unions and other relevant departments to prepare safety training plans and annual training plans. Safety supervision departments at all levels are the departments in charge of safety training and education, provide business leadership to safety technology training centers and safety education rooms, and supervise and inspect the safety training and education work of subordinate units. Fourth coal production and construction units must strictly implement the "safety work qualification certificate" system. Coal mine workers can only obtain the "Safety Work Qualification Certificate" if they have the knowledge level of safety technology in their own jobs or posts, and have a solid safety awareness and legal concept. Chapter II Training Institutions and Tasks Article 5 Coal management departments and key coal enterprises at or above the county level shall, according to the actual conditions and training tasks of their own regions and units, establish safety technical training institutions, strengthen organization and management, and strengthen safety technical training. Article 6 Safety technical training centers at all levels are educational units that provide safety training for employees, and their main leaders must be full-time. Safety technology training center must focus on safety training and education, and be equipped with enough full-time managers and teachers according to the training scale and tasks. Teachers should combine full-time and part-time jobs. Article 7 The tasks and training objectives of safety technology training units at all levels are:

A, safety technology training center is responsible for the training of deputy bureau level cadres, state-owned key coal mines (department) level cadres, chief engineer, safety supervision bureau (department) director, local state-owned coal mine manager, mine rescue captain, safety technology training center teachers.

Second, the secondary safety technology training center is responsible for training state-owned key small and medium-sized coal mines and provincial (district), city and county coal enterprises' mine (department) level cadres, safety inspectors, district (branch) directors, engineering and technical personnel, and full-time and part-time teaching staff in mine safety education room, and undertakes the training tasks of local and township coal mine safety management, technical cadres and special types of work.

Three, three safety technology training center is responsible for the training area (branch) captain, engineering and technical personnel, team leader, safety inspector, mine rescue team and special type of work personnel. And undertake the training tasks of local and township coal mine safety management, technical cadres and special types of work.

Safety technology training centers at all levels should not only be responsible for the above-mentioned training objects, but also accept the professional training tasks designated by the Ministry of Coal Industry and the provincial coal department (bureau).

Four, the task of mine safety education room is:

(2) Responsible for setting up safety education exhibition halls to publicize and educate accident cases, safety production experience and typical deeds;

(3) Responsible for playing audio, video and slides related to safety;

(four) to teach safety technical knowledge and demonstrate the actual operation of safety instruments and meters;

(5) Organize mass safety publicity and education activities regularly. Article 8 The assessment standards and qualification certification of safety training centers at all levels shall be uniformly formulated by the Ministry.

Safety technical training units at all levels are responsible for the safety work qualification assessment of the trainees. Article 9 The funds for safety technology training and education shall be used within the employee education funds of 1.5% of the total wages of employees according to the provisions of Document No.37 of the Ministry of Finance, so as to ensure the funds for safety technology training and safety publicity and education.

The funds of the safety technology training center affiliated to the province (district) shall be solved by the provincial (district) coal department (bureau) and the company, and the completion of the safety technology training task must be ensured. Article 10 The construction of safety technology training center shall meet the design requirements, give full play to the role of safety training base, and shall not change its purpose of serving coal mine safety technology training for any reason, occupy the school building of safety technology training center in other names, or transfer its fixed assets and various equipment.

Coal Management Bureau, provincial coal department (bureau, company) and Mining Bureau shall ensure that the safety technology training center meets the needs of training tasks in administration, teaching and life. Chapter III Teaching Work Article 11 Safety technology training and teaching must adhere to the principle of integrating theory with practice; Highlight safety awareness; Safety regulations, safety management and safety skills education; Pay attention to the cultivation of practical application ability. Twelfth formal safety technical training must be carried out in accordance with the training time and content requirements stipulated in the "coal mine safety regulations"; It is necessary to make a clear teaching plan for the training object and arrange the teaching content reasonably; Achieve a unified syllabus, unified teaching materials, and unified assessment standards.
