The general idea of the government's work this year is to fully implement the spirit of the 17th National Congress of the Communist Party of China, the 3rd and 4th Plenary Sessions of the 17th Central Committee and the central and provincial economic work conferences, take Deng Xiaoping Theory and Theory of Three Represents as the guidance, thoroughly implement Scientific Outlook on Development, closely focus on the "five major constructions" according to the deployment of the 4th Party Congress of the 5th Municipal Congress, take accelerating development as the theme, increase investment as the basis, take reform and opening up as the driving force, and focus on changing the development mode. Focusing on the above objectives and tasks, we will focus on six aspects:

Firmly establish the awareness of big projects, focus on 939 key projects with an investment of more than 50 million yuan, and complete the investment of 91800 million yuan. Further optimize the investment structure, increase the proportion of investment in infrastructure and major industrial projects, increase the proportion of investment in agriculture and service industries, increase the proportion of investment in environmental protection and resource conservation projects, and promote the optimization of economic structure through investment structure optimization.

Expand consumer demand. Earnestly implement measures to enrich the people and increase the wage income, operational income, property income and other legitimate income of urban and rural residents through multiple channels. We will further improve the work of home appliances, agricultural machinery and automobiles going to the countryside and encourage chain operations to extend to rural areas. Implement policies and measures to maintain the stable and healthy development of the real estate market, and support residents' self-occupation and improved housing consumption. Actively develop tourism, culture, fitness and online consumption, and promote the upgrading of consumption structure.

Optimize the export structure. Increase the export proportion of mechanical and electrical products, high-tech products and agricultural products, and actively carry out brand creation and base construction. Consolidate and expand the export scale of major markets and increase exports to emerging markets such as ASEAN. Accelerate the construction of the second phase of the export processing zone, optimize the customs clearance mode and inspection and quarantine service process of "regional and port linkage", and promote the transformation and upgrading of processing trade.

Do a good job in the construction of township industrial concentration areas and village-level entrepreneurial points. Optimize the living environment.
