The administrative departments of education, human resources and social security are responsible for the safety management of their schools within the prescribed scope of duties.
Public security, fire protection, culture, health, industry and commerce, construction, planning, urban management and administrative law enforcement, housing security and real estate management, land and resources, environmental protection, earthquake, meteorology, production safety supervision, food and drug supervision and other departments are responsible for school safety within their respective functions and duties. Article 6 The school is responsible for managing the safety work of the school, and the principal is the first person responsible for the safety work of the school. Seventh school safety funds shall be guaranteed by the school organizers. Chapter II School Safety Work System Article 8 Schools shall establish the following safety work systems:
(a) legal knowledge, safety education and publicity system;
(two) safety precautions, safety hazards investigation and rectification system;
(3) Emergency plans, reporting and handling systems for emergencies and safety accidents such as fire fighting, sanitation, food, natural disasters, traffic and internet;
(four) the safety management system of education and teaching facilities and living facilities;
(five) the management system of catering services, food and drinking water hygiene and safety;
(six) the management system of drugs, dangerous goods and laboratory supplies;
(seven) the application and approval system for extracurricular activities organized by the school;
(eight) safety inspection, assessment, reward and punishment system;
(9) Other necessary safety management systems. Article 9 Institutions of higher learning and schools of medium scale or above shall set up special security agencies, equipped with special security personnel and equipment.
Other schools should be equipped with full-time (part-time) security personnel who have received safety training. Tenth school security agencies and personnel shall perform the following duties:
(a) to implement the school safety work system, maintain public order in schools, and prevent and stop illegal and criminal activities in schools;
(two) to do a good job in school fire prevention, theft prevention, food poisoning prevention and safety accidents prevention;
(three) the relevant procedures for checking the certificates of personnel entering and leaving the school and the vehicles and articles;
(four) the management of school safety facilities, timely investigation, report security risks, and take corrective measures;
(five) to protect the scene of criminal and public security cases and various accidents in schools, assist the public security organs to maintain order at the scene, and cooperate with relevant departments to do a good job in investigation and handling;
(six) responsible for the publicity and education of school safety prevention, and assist the relevant competent departments to do a good job in the safety management around the school;
(seven) other safety management work assigned by the school. Eleventh schools should formulate safety education plans for the semester and school year, offer safety education courses, and equip them with necessary safety education textbooks. Each semester safety education class is equivalent to not less than 8 class hours.
According to students' different ages, cognitive ability and legal responsibility ability, take safety management and protection measures to educate, manage and protect students, and organize at least one student emergency drill every semester.
Conditional schools should set up psychological counseling rooms, equipped with full-time or part-time psychological counseling counselors, set up mental health counseling courses or lectures, and carry out mental health counseling for students. Twelfth the first week after the start of each semester is the safety hidden danger investigation week; The first week after the start of each semester and the last week before the holiday are safety education publicity weeks. Article 13 The administrative department of education shall formulate the assessment targets for school safety work, establish the responsibility system for school safety work and the accountability system for accidents, inspect and guide school safety work, and urge schools to establish, improve and implement the safety management system. Article 14 The education administrative department shall incorporate safety education into the education and teaching plan, regularly carry out training and education activities for school safety personnel, employ relevant experts such as public security, fire protection, earthquake and electric power to form a school safety education expert database according to the needs of school safety education, regularly organize experts to carry out professional safety education in schools, and guide schools to carry out safety education for students.
The administrative department of education shall help primary and secondary schools to select experienced legal workers from courts, procuratorates, public security, judicial administration, government legal system, legal service institutions, institutions of higher learning and other units to serve as part-time vice presidents or legal counselors of schools. Part-time legal vice president or legal counselor shall conduct legal education for teachers and students of the school and assist the school to check and implement the safety system, not less than twice per semester.
