What is the contract management mode of State Grid Corporation of China?
In order to standardize the contract management of State Grid Corporation of China (hereinafter referred to as "the Company"), effectively prevent business risks and safeguard the legitimate rights and interests of the Company, these Measures are formulated in accordance with the Contract Law of People's Republic of China (PRC) and relevant laws and regulations.

The departments responsible for economic and legal work at all levels of the company are the centralized management departments of the company's contracts.

The centralized contract management department shall perform the following duties in contract management:

(1) Organize the formulation of contract management system;

(two) to organize the formulation and publication of a unified contract text;

(3) Establishing a legal system and organizing its implementation;

(four) review the contract in accordance with the provisions of these measures;

(5) Participate in contract drafting, negotiation and signing;

(6) Organizing the legal supervision of contract management;

(7) Responsible for the management of the special seal and seal of the contract;

(8) Inspection, assessment and evaluation of contract management;

(nine) to guide, coordinate and handle cases of contract disputes, and participate in the handling of contract disputes;

(10) Be responsible for statistical analysis and reporting of contract management related data;

(1 1) Assist the archives management department to guide, supervise and inspect the contract filing work of the unit;

(12) Responsible for contract management training;

(13) Conduct contract management research;

(14) Other contract management responsibilities.

The financial management department shall perform the following duties in contract management:

(1) Review whether the contract funds are included in the budget and whether the financial revenue and expenditure comply with relevant regulations;

(2) Handling contract payment, invoicing, tax payment and other matters;

(3) Financial supervision of contract performance;

(4) Cooperate in handling contract disputes;

(five) to perform other contract management duties related to its business.

The centralized contract management department shall designate full-time personnel as the centralized contract management personnel. Centralized contract administrators should generally have the qualification of national enterprise legal adviser or legal professional qualification, and have the corresponding contract management knowledge.

Article 3 of the Measures for Contract Management of State Grid Corporation of China

The term "contract" as mentioned in these Measures refers to the agreement between the company's units at all levels and other equal subjects (natural persons, legal persons and other organizations) to establish, change and terminate the relationship of civil rights and obligations. These Measures are not applicable to labor contracts.

The functional departments of units at all levels shall not sign contracts in their own names.

Article 4 Contract management follows the principles of "unified centralization, unified responsibilities, unified processes, unified texts, unified assessment and unified platforms".

Unified centralized management, that is, contracts of units at all levels are managed by departments responsible for economic and legal work; Unified responsibilities, that is, the main responsibilities of relevant departments of units at all levels related to contract management shall be uniformly stipulated in these Measures; Unified process, that is, the main links and procedures of contract management of units at all levels shall be implemented in accordance with the provisions of these Measures (see Annex1); Unified text, that is, within the scope of unified contract text issued by the company, units at all levels should sign contracts with unified contract text and implement them according to their use requirements; Unified assessment, that is, to assess the contract management of the company according to unified principles and standards; Unified platform, that is, units at all levels adopt the economic and legal management business application system ("four modernizations" legal service guarantee information platform) (hereinafter referred to as "economic and legal system") as a unified contract information management platform.
