Article 2 These Provisions shall apply to the design, manufacture, installation, maintenance, use and inspection of hoisting machinery. Article 3 The hoisting machinery mentioned in these Provisions refers to all kinds of cranes, electric hoists, elevators and lifts. Chapter II Design and Manufacture Article 4 The design unit of hoisting machinery and its designers shall be responsible for the safety performance of the designed hoisting machinery, and the design drawing shall be signed by the person in charge of design and the examiner, and the general design drawing shall be stamped with the official seal of the examining and approving unit. The design unit of hoisting machinery shall submit the main safety technical data such as the general design drawing, the safety reliability calculation of the main stressed parts of the safety device configuration. To the local provincial labor department for the record. Fifth manufacturing lifting machinery must first obtain the safety approval of the provincial labor department in the region. Safety certification is reviewed every 3 years. Ninth lifting machinery factory, must be accompanied by lifting machinery safety and technical supervision and inspection certificate. Chapter III Installation and Maintenance Article 10 Units that install and maintain hoisting machinery must first apply to the local provincial labor department for safety recognition and obtain a safety recognition certificate. The validity period of the Safety Approval Certificate for Installation and Maintenance of Hoisting Machinery is 3 years. Article 11 When lifting machinery users request to improve the main technical parameters of cranes, if the main safety parameters are involved, they shall report the safety technical scheme and calculation data approved by the technical director of the unit undertaking the renovation or repair task to the provincial labor department in the region where they are located for the record. Twelfth lifting machinery installation and repair of safety and quality, after the construction unit self-inspection, the use of units must apply to the local labor department for safety and technical supervision and inspection before use. Lifting machinery that has been out of service for more than 1 year should also be thoroughly inspected before use. When the crane encounters an earthquake of magnitude 4 or above or a major equipment accident, and the crane working in the open air is subjected to wind force of magnitude 9 or above, it should be thoroughly inspected before use. 2. Check at least the following items every month: 1. Whether the safety device, brake and clutch are abnormal; 2 hook, grab and other cranes are not damaged; 3. Wire rope, pulley block, cableway, chain hoist, etc. Be damaged; 4 distribution lines, collectors, switchboards, switches, controllers, etc. Whether there is any abnormality; 5. Whether the hydraulic protection device and pipeline connection are normal. The above inspection should also be carried out before using the hoisting machinery that has been stopped for more than 1 month. 3. Before daily operation, the following items should be checked: 1. Safety performance of various limit position limiters, brakes, clutches, controllers, elevator hall door interlock switches, emergency alarm devices, elevator safety hooks or other rope breaking prevention devices. 2. The safety status of the track; 3. The safety status of wire rope. Nineteenth lifting machinery found abnormal through inspection, must be handled in time, it is strictly prohibited to run in spite of illness. Twentieth lifting machinery users must regularly apply to the local and municipal labor departments for safety and technical inspection of the lifting machinery in use, and replace the lifting machinery license. Chapter V Supervision and Inspection Article 21 The labor department shall supervise and inspect the safety performance of hoisting machinery and its safety protection devices. The inspection agency set up by the labor department is specifically responsible for safety inspection. The division of labor among inspection agencies is as follows: 1. The professional inspection station of hoisting machinery of the Ministry of Labor is responsible for the technical guidance of hoisting machinery safety inspection, and carries out type inspection on new products of hoisting machinery safety protection devices and hoisting auxiliary equipment. Two, the provincial occupational safety and health inspection center is responsible for the safety performance inspection of lifting machinery, lifting auxiliary equipment and its safety protection device. Three, the city's occupational safety and health inspection station is responsible for testing the safety performance of hoisting machinery in use, as well as the safety and quality of hoisting machinery installation and repair. Provincial occupational safety and health inspection center station can be combined with safety certification for sampling inspection. Twenty-second personnel responsible for the inspection of lifting machinery must undergo professional training and assessment, and obtain the certificate of lifting machinery inspector issued by the labor department at or above the provincial level before issuing the inspection report. Article 23 If the inspected entity disagrees with the inspection results, it may apply to the labor department at the next higher level for arbitration. Article 24 The safety supervision and inspection period of hoisting machinery in use is two years, and the safety supervision and inspection period of elevators and manned elevators is 1 year. Article 25 The safety supervision and inspection of hoisting machinery products shall at least include the following contents: raw material self-inspection data; Second, the metal structure safety technical requirements; Three, electrical, hydraulic and control system safety technical requirements; IV. Safety technical requirements for safety protection devices and main components; Five, operation test and load test (not in the factory, but in the installation site). Article 26 The regular safety supervision and inspection of cranes in use and the safety supervision and inspection of newly installed cranes shall include the following contents: General requirements: 1. Signs and signs with rated lifting capacity; 2. Working environment; 3. files. 2. Technical requirements for safety of metal structures: 1. Main stress components such as bridge, boom, tower, elevator guide rail frame and their connections; 2. Driver's cab; 3. Platforms, walkways, ladders and railings; 3. Technical requirements for safety of mechanism and main components: 1. The safety performance of hoisting, running, slewing, luffing and telescopic mechanism of cranes and electric hoists, in which the main components include lifting auxiliary equipment such as hooks and steel ropes, drums, pulleys, brakes, open gears, couplings, wheels and tracks. 2. Elevator and elevator machine room, shaft, car and cage, landing, pit and fence, counterweight, traction device and wire rope pulley block, guide device, buffer device and transmission system. Four. Technical requirements for safety of hydraulic system: 1. Safety devices to prevent overload and hydraulic shock; 2. Balance valves, pressure relief locks, pipelines and their connections; 3. Manipulation and control devices. V. Technical requirements for safety of electrical and control systems: 1. Feeding device; 2. Protective device; 3. Control device; 4. Conductor and its laying; 5. Lighting and signals; 6. Grounding and insulation. Intransitive verb safety protection device: 1. Inspection points of safety protection devices for cranes and electric hoists: all kinds of limit position limiters, lifting weight limiters (overload limiters), amplitude indicators, devices for preventing backward tilting of boom, buffers, rail clamps and anchoring devices, anti-overturning safety hooks, etc. 2. Twenty-ninth major accidents caused by unqualified safety performance, installation and repair quality problems and improper use management of lifting machinery shall be revoked and the responsibilities of relevant units and individuals shall be investigated. Thirtieth whoever forges, alters or lends the certificate of safety recognition of hoisting machinery shall have his certificate confiscated and may be fined. Chapter VII Supplementary Provisions Article 32 Labor departments at all levels shall be responsible for supervising the implementation of these Provisions. Thirty-third provincial labor departments can formulate detailed rules for implementation according to these regulations.
