Beijing Municipal Transportation Administration Article 1 These Provisions are formulated in order to standardize the vocational training activities of commercial road transport drivers, improve their professional quality, strengthen the management of road transport safety production and improve the quality of road transport services.

Article 2 Drivers who drive motor vehicles to engage in commercial road transport activities (hereinafter referred to as operating drivers) shall participate in vocational training in accordance with these provisions and obtain the qualification of operating drivers.

Article 3 The transportation department of the people's government at or above the county level is in charge of the vocational training, examination and management of operating drivers, and the road transport management institution (hereinafter referred to as the transportation management institution) to which it belongs is specifically responsible for the implementation of these Provisions.
