Legal Analysis: Standardizing off-campus online training is an inevitable requirement to consolidate the results of off-campus training governance, an important measure to promote the sustained and healthy development of "Internet+education", and of great significance to comprehensively implement the party's educational policy, ensure the healthy growth of primary and secondary school students, and form a good situation of collaborative education inside and outside the school. In recent years, with the deepening of Internet application, off-campus training has developed rapidly from offline to online, providing certain diversified and personalized education services for primary and secondary school students.

Legal basis: Article 11 of the Implementation Opinions of People's Republic of China (PRC) Ministry of Education on Standardizing Off-campus Network Training establishes a black-and-white list. Whitelist off-campus online training institutions that meet relevant regulations, list those that violate regulations and make rectification within a time limit, and blacklist those that refuse to make rectification or fail to complete rectification within the time limit. Blacklisted off-campus online training institutions will be dealt with seriously according to the law and regulations. The black-and-white list is published by the provincial education administrative department using the national off-campus online training management service platform and updated in time.
