(2) Capital investment responsibility
Including the extraction and use of safety production expenses according to regulations to ensure that capital investment meets the needs of safety production conditions; Store risk of mortgage for safe production according to regulations; Pay work-related injury insurance premiums for employees according to law; Ensure the funds for education and training in production safety.
(three) the responsibilities of institutional setup and staffing
Including the establishment of safety production management institutions according to law, equipped with safety production management personnel; Entrusted and hired registered safety engineers or registered safety assistant engineers to provide safety management services according to regulations.
(four) the responsibility of formulating rules and regulations
Including the establishment and improvement of the responsibility system for production safety and various rules and regulations and operating procedures.
(5) Education and training responsibilities
Including organizing employees to participate in safety production education and training according to law and obtaining relevant qualification certificates.
(6) Safety management responsibilities
Including strengthening production safety management according to law; Organize regular safety inspections; Obtain a safety production license according to law; Monitor major hazard sources according to law; Eliminate hidden dangers of accidents in time; Carry out publicity and education on production safety; Unified coordination and management of the work safety of contracting and leasing units.
(seven) the responsibility of accident reporting and emergency rescue.
Including reporting production safety accidents as required; Carry out accident rescue in time; Properly handle the aftermath of the accident.

Article 20 A production and business operation entity shall meet the conditions for safe production as stipulated in this Law and relevant laws, administrative regulations, national standards or industrial standards; Those who do not have the conditions for safe production shall not engage in production and business activities.
Article 21 The principal responsible person of a production and business operation entity shall bear the following responsibilities for the safety production of the entity:
(a) to establish and implement the responsibility system for safety production of all employees of the unit and strengthen the standardization of safety production;
(two) to organize the formulation and implementation of the safety production rules and regulations and operating procedures of the unit;
(three) to organize the formulation and implementation of the unit's safety production education and training plan;
(four) to ensure the effective implementation of the unit's investment in production safety;
(five) to organize the establishment and implementation of the double prevention mechanism of safety risk classification control and hidden danger investigation and management, supervise and inspect the safety production work of the unit, and eliminate the hidden dangers of production safety accidents in time;
(six) to organize the formulation and implementation of the emergency rescue plan for production safety accidents in this unit;
(seven) timely and truthfully report the production safety accidents.
