Always pay attention to the retired military groups, take the initiative to strengthen contacts, make full use of the Spring Festival and the "August 1st" and other major festivals, carry out centralized condolences and individual visits with grassroots retired military service stations, have a face-to-face talk with retired military personnel, understand their difficulties, solve practical problems for them, and let them feel the warmth of the party and the government.
The second is to strengthen ideological guidance and meet reasonable demands. To strengthen the policy and theoretical training for veterans affairs system personnel, we are required to understand the policy, communicate with each other, earnestly practice the core concept of "the law cannot be authorized, and the statutory duty must be", comprehensively judge the demands of visitors, meet reasonable demands in strict accordance with laws and regulations, patiently and carefully interpret policies for unreasonable demands, and ensure that legal demands are handled in place according to law and unreasonable demands are handled in place.
The third is patient communication and enthusiastic service. A kind word, a cup of hot tea and a smile set up the image of "home for retired soldiers", so that retired soldiers can truly feel the warmth of "home".
Take the initiative to contact, be caring and attentive, take the initiative to strengthen contact with retired soldiers, especially some old party member veteran cadres, give full play to their leading role, and lead local retired soldiers to serve the party wholeheartedly. Actively play the role of grassroots service stations for retired military personnel, coordinate and solve the hidden dangers of stability of retired military personnel within their respective jurisdictions in a timely manner, and solve the "last mile" problem of service for retired military personnel.
Legal basis: The Regulations of Beijing Municipality on Letters and Visits and related regulations are formulated in combination with the actual work of veterans affairs.
Article 2 The term "letters and visits" as mentioned in this Code refers to the activities that citizens, legal persons or other organizations take the form of letters, telephone calls, visits, emails and faxes to report the situation to our bureau, and put forward suggestions, opinions or complaints, which will be handled by our bureau according to law.
The term "petitioner" as mentioned in this specification refers to a citizen, legal person or other organization that reflects the situation and makes suggestions, opinions or complaints in the form specified in the preceding paragraph.
Article 3 The petition work of retired soldiers shall follow the following principles:
(1) Responsible for territorial management and classification, who is in charge and who is responsible;
(two) unified leadership, coordination and division of labor;
(3) Classification according to law, combining timely on-the-spot problem solving with persuasion and education;
(four) adhere to the problem-oriented, timely and properly solve reasonable demands, safeguard the legitimate rights and interests.
Article 4 All offices and directly affiliated institutions should improve the legal, scientific and democratic decision-making mechanism, the social stability risk assessment mechanism for major decisions, the investigation and resolution mechanism for letters and visits, and the supervision mechanism for letters and visits, so as to reduce and prevent the occurrence of social contradictions from the source and resolve contradictions and disputes at the grassroots level in time.
