Fourth, the quota standard

(a) open procurement quota standards. Government procurement projects that purchase goods, projects and services with a budget of more than 500,000 yuan individually or in batches, whether in the procurement catalogue or outside the procurement catalogue, shall be subject to public bidding.

(two) the standard of self procurement outside the procurement catalogue. Goods, projects and services with an annual budget of less than 500,000 yuan (including 500,000 yuan, the same below) for individual or bulk procurement projects outside the procurement catalogue may be organized and implemented by the purchaser according to law and not reported to the financial department for examination.

(3) Standards for self-procurement in the procurement catalogue. Individual or bulk procurement projects in the procurement catalogue, due to natural disasters, force majeure and other reasons, or due to emergencies in emergencies, or projects with a domestic demand budget of less than 500,000 yuan, shall be reported to the Finance Department of the autonomous region for review; Self-procurement projects with a budget of more than 500,000 yuan must be reported to the people's government of the autonomous region for approval. When submitted to the Finance Department for review, a self-purchased review form must be attached (see Annex 3).

(four) small sporadic procurement quota standards. In order to effectively improve the efficiency of government procurement and reduce procurement costs, self-procurement and quota management are implemented for small and sporadic procurement projects of this unit. The quota standard is: if the number of employees is within 100 (including 100), the monthly quota standard is150,000 yuan; 10 1 to 500 people (including 500 people), with a monthly quota of 300,000 yuan; More than 500 people, the monthly quota is 500 thousand yuan. The quota standard is not carried forward or accumulated, and it is valid in the current month. If the purchase amount of a single or similar project exceeds the annual and monthly quota standard of the unit, it shall be subject to public bidding, and it shall not be divided into parts to avoid public bidding and procurement. The monthly quota standard shall not purchase all kinds of computers, printers, fax machines, photocopiers, templates, multifunction machines and other computer office electronic equipment, and other procurement items can be purchased by themselves within the quota. Sporadic procurement projects shall be put on record by the purchaser himself, and shall be reported according to the Notice on Doing a Good Job in Government Procurement Information Statistics in 20 15 (No.254, Cai (Cai) Fa [2015]) after quarterly summary, and shall be logged into the "Local Information Statistics Management System" of China Government Procurement Network. Those who fail to put on record or submit quarterly reports, once verified, should be dealt with in strict accordance with the relevant provisions of government procurement.

(5) Standard of agreed purchase quota. If the public bidding or online bidding project with a purchase amount of less than 500,000 yuan is purchased by agreement within three months according to the model and unit price of the winning product, the purchaser shall submit the procurement plan according to the agreed supply method, and the agency will issue a notice of transaction, and no repeated bidding will be conducted.

This catalogue and quota standards shall be implemented from August 20 1 year, and the Finance Department of the autonomous region shall be responsible for the interpretation.
