The management of non-party representatives is not administrative management, nor professional management, but mainly political guidance and ideological management. Its fundamental focus is to adhere to the correct political direction and better consolidate and develop the system of multi-party cooperation and political consultation. This kind of management is flexible and people-oriented, and we must treat each other equally, consciously, communicate and negotiate, and actively guide them. Through making friends and talking, we should understand and master the political performance, ideological status, performance of duties, honesty and self-discipline of non-party representatives, especially their political stance and attitude on major issues of principle, and urge them to internalize external supervision and management into conscious self-discipline.
The management of non-party representatives involves all aspects, and the relevant departments of the Party Committee, the leading bodies of the National People's Congress and the Chinese People's Political Consultative Conference, the party organizations of their units, their affiliated parties and groups all shoulder important responsibilities. According to the requirements of the Regulations, the United Front Work Department of the Party Committee should effectively play a leading and coordinating role in the management of non-party representatives. It is necessary to pay attention to horizontal coordination, actively strengthen communication with NPC, CPPCC, discipline inspection and organization departments, attach importance to the role of democratic parties, industry and commerce associations and related United front organizations, form a daily contact mechanism, and strengthen daily management assessment. It is necessary to achieve vertical linkage, explore the use of information technology to build a management platform shared by United front departments at all levels, and form a dynamic management of basic information, reward and punishment assessment, education and training, attachment exchanges, friendship and friends of non-party representatives. According to the characteristics of non-party representatives in different fields, we should adhere to hierarchical and classified management, establish a performance appraisal system, and explore the use of democratic appraisal, debriefing, regular assessment, and heart-to-heart talks to promote the healthy growth of non-party representatives.
