(1) The applicant enters the provincial government service network, selects the online application, fills in the application items, uploads the electronic documents of the application materials as required, and mails the paper materials to the business window.

(2) The business window receives the application materials and checks them. If the materials are incomplete, they shall be returned to the applicant for completion. Do not meet the application conditions, explain the reasons and inform the applicant. If the application materials pass the examination, they shall be submitted for examination, approval and certificate preparation, and the business window shall notify the applicant to collect (or mail) the certificate at the issuing window.

Window processing flow:

Personnel applying for special operations in construction shall meet the following basic conditions:

1, at least 18 years of age, meeting the age requirements specified in relevant types of work;

2. Having passed the physical examination in the hospital, and having no diseases or physical defects that prevent them from engaging in corresponding special operations;

3. Junior high school education or above;

4. Other conditions that meet the needs of corresponding special operations.

The assessment content of construction special operators should include safety technology theory and practical operation. The evaluation outline shall be formulated by the competent construction department of the State Council.

There are the following types of special operation certificates:

1, electrician operation;

2. Welding and hot cutting operations,

3. aerial work;

4, refrigeration and air conditioning operations;

5, coal mine safety operation;

6. Safe operation of metal and nonmetal mines;

7. Safe operation of oil and gas;

8, metallurgical production safety operation;

9. Safe operation of hazardous chemicals;

10, safe operation of fireworks and firecrackers;

1 1, other operations recognized by the General Administration of Safety Supervision.

Characteristics of special operation certificate:

(1) The operation certificate for special construction is uniformly printed by state administration of work safety. The operation certificate for construction special operations is valid for 6 years, reviewed once every 3 years, and valid throughout the country.

(2) Construction special operations personnel must undergo special safety technical training and pass the examination, and obtain the People's Republic of China (PRC) Special Operations Operation Certificate (hereinafter referred to as the Special Operations Operation Certificate) before they can work at their posts.

(3) Construction special operators shall receive theoretical and practical training on safety technology corresponding to their special operations.

(4) The principles of unified supervision, graded implementation and separation of teaching and examination shall be applied to the safety technical training, assessment, certification and review of special operators in construction.

(5) The Operation Certificate for Special Operations in Construction is the guidance and supervision of the State Administration of Work Safety on the safety technical training, assessment, certification and review of special operations personnel throughout the country; The safety production supervision and management departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for the safety technical training, assessment, certification and review of special operations personnel within their respective administrative areas.

(6) Construction special operators who have been engaged in this type of work continuously for more than 10 years within the validity period of the special operation certificate, and strictly abide by the relevant laws and regulations on production safety, may extend the review time of the special operation certificate to every 6 years 1 time with the consent of the original assessment and certification authority or the assessment and certification authority of their unit.

(7) Construction special operations personnel shall not forge, alter, lend, transfer, fraudulently use special operations operation certificates or use forged special operations operation certificates. Special operators who work across provinces, autonomous regions and municipalities directly under the Central Government shall accept the supervision and management of the examination and certification authorities at the place where they work.

Article 6 The examination and certification of construction special operators shall be organized and implemented by the competent construction departments of the people's governments of provinces, autonomous regions and municipalities directly under the Central Government or the examination and certification institutions entrusted by them (hereinafter referred to as the examination and certification institutions).

Article 7 The examination and certification authority shall announce the application conditions, application procedures, working hours, charging basis and standards for special operators in the office. The examination issuing authority shall publish the examination subjects, examination place, examination time and supervision telephone number on the website or news media before the examination.

Article 8 A person who applies for special operations in construction shall meet the following basic conditions:

(a) at least 18 years of age and meet the age requirements specified in relevant types of work;

(2) Having passed the physical examination in the hospital, and having no diseases or physical defects that prevent them from engaging in corresponding special operations;

(3) Junior high school education or above;

(four) other conditions that meet the needs of the corresponding special operations.

Article 9 A person who meets the provisions of Article 8 of these Provisions shall apply to the examination and certification authority of his domicile or workplace and submit relevant certification materials.

Article 10 The examining and issuing authority shall, within 5 working days from the date of receiving the application materials submitted by the applicant, make a decision on acceptance or rejection according to law. For the accepted application, the examination issuing authority shall issue the admission ticket to the applicant in time.

Eleventh construction special operations personnel assessment content should include safety technology theory and practical operation. The evaluation outline shall be formulated by the competent construction department of the State Council.

Article 12 The examination issuing authority shall publish the examination results within 10 working days from the end of the examination.

Thirteenth assessment and certification authorities shall issue qualification certificates within 10 working days from the date of publication of the assessment results; If the examination fails, it shall notify the applicant and explain the reasons.

Fourteenth qualification certificates shall adopt the unified style stipulated by the competent department of construction in the State Council, and shall be issued by the examination and certification authority after unified numbering. The qualification certificate is universal throughout the country. See Annex I for the style of qualification certificate and Annex II for the numbering rules.
