Article 67 of the Civil Service Law stipulates that the organs shall conduct initial training for newly hired personnel during the probation period, and civil servants who have been promoted to leadership positions shall receive on-the-job training before or after taking office 1 year.

Initial training is also called "pre-job training". Training provided by the training department for newly hired civil servants during the probation period. The purpose of the training is to familiarize the newly hired civil servants with the work to be done.
