Article 1 In order to promote the standardization of motor vehicle driver training, improve the quality of training and ensure road traffic safety, these Measures are formulated in accordance with the relevant provisions of the Regulations of the People's Republic of China on Road Traffic Management and the Measures for Motor Vehicle Management. Article 2 These Measures shall apply to the training schools for motor vehicle drivers such as automobiles, motorcycles and tractors running on the roads, as well as the temporary training and driver training courses for their own units and departments. Article 3 A driver training school (class) must meet the following conditions:

(a) a complete organization and management system to ensure the quality of training;

(2) Having a systematic teaching plan and syllabus;

(3) Having full-time teachers, such as coaches and theoretical teachers, who are suitable for the training tasks, and the theoretical teachers must have technical secondary school education or above in automobile-related majors;

(4) The coach car is in good technical condition and meets the requirements of the national standard "Technical Conditions for Motor Vehicle Operation Safety", and the installation of safety protection devices such as auxiliary braking meets the requirements;

(five) there are enough venues, parking lots and classrooms to meet the needs of learning to drive;

(six) teaching materials, teaching AIDS (including vehicle structure wall charts, models, physical parts, etc.). ) and teaching equipment and instruments that match the syllabus. Article 4 Establish a system for motor vehicle driver training schools (classes) and trainees to supervise the implementation of class hours. The time for students to learn to drive shall not be less than the following prescribed driving time:

(1) 150 hours for buses and trolleybuses;

(2) 120 hours for other cars;

(3) Sixty hours for a three-wheeled motorcycle;

(4) Eighty hours for large tractors;

(5) Sixty hours for small tractors and walking tractors;

(6) Forty hours for wheeled machinery. Fifth, the number of students in each large coach car shall not exceed 8; The number of students in each small coach car is not allowed to exceed 6; Other motor vehicles are equipped with the number of students according to the above provisions. Article 6 A coach must hold the People's Republic of China (PRC) Motor Vehicle Coach Certificate issued by the vehicle management department of the public security organ. To apply for a coach card, you must meet the following conditions:

(1) Holding a motor vehicle driving license of the People's Republic of China;

(2) Having more than three years and more than 50,000 kilometers of experience as a safety driving instructor;

(three) graduated from high school or equivalent;

(four) with the basic theoretical knowledge of motor vehicle driving and certain teaching ability.

To apply for a coach's license, I propose it and the unit recommends it, and go through the application and assessment procedures at the vehicle management department of the local public security organ. Article 7 The military motor vehicle coach certificate shall be handled in accordance with the relevant provisions of the General Staff Department and the General Logistics Department. Article 8 To establish a motor vehicle driver training school (class), in addition to the necessary conditions, a written application shall be submitted to the vehicle management department of the local public security organ, and relevant documents and materials shall be provided. Only after examination and approval and other necessary procedures are met can students be enrolled. Existing motor vehicle driver training schools (classes) must also go through the above procedures at the vehicle management department of the local public security organ. Article 9 Training motor vehicle drivers must ensure quality. The vehicle management department of the public security organ shall inspect and supervise the implementation of the teaching plan and the training quality of the motor vehicle driver training school (class). Article 10 Establish a safety assessment system for newly trained drivers. It is an important condition for testing the quality of training to track and assess the safe driving situation during the internship period. Eleventh motor vehicle driver training schools in principle in the city (region) enrollment. Schools with good teaching conditions and high training quality may enroll students within the province, autonomous region or municipality directly under the Central Government after being audited by the vehicle management department of the local public security organ and approved by the vehicle management department of the public security organ of the province, autonomous region or municipality directly under the Central Government. Article 12 Training schools that specialize in training foreign or Hong Kong, Macao and motor vehicle drivers must be audited by the traffic management departments of the public security organs of provinces, autonomous regions and municipalities directly under the Central Government and reported to the Traffic Management Bureau of the Ministry of Public Security for approval. Thirteenth motor vehicle driver training schools (classes) that conscientiously implement these measures and make remarkable achievements in their work should be commended; In violation of these measures and the relevant provisions, depending on the seriousness of the case, it shall be ordered to suspend classes for rectification or suspension, and the school (class) shall be responsible for the loss of students. Article 14 The Ministry of Public Security shall be responsible for the interpretation of these Measures. Fifteenth these Measures shall come into force as of the date of promulgation.
