What are the contents of three-level safety education?
The third-level safety education includes company education, workshop education and team education.

(1) Company education content: national and local guidelines, policies, regulations, standards, specifications, procedures and safety rules and regulations of enterprises (training is not less than 24 hours per year).

(2) Education content of the project management department: site safety system, construction site environment, engineering construction characteristics and possible unsafe factors (training is not less than 24 hours per year).

(3) Education content of the construction team: safety operation procedures, accident safety analysis, labor discipline, and post evaluation of this type of work (at least 16 hours of training every year, and organize safety education activities in time in case of major safety accidents).

Misunderstanding of three-level safety education;

1, the education plan is unknown

The third-level safety education is carried out according to the following procedures: as soon as new employees report to the Personnel Department, the Personnel Department will inform them to go to the Ministry of Security to receive factory-level safety education, fill in an education card after passing the education examination, and the Personnel Department will issue distribution instructions to the second-level units according to the education card.

Secondary units carry out branch (workshop) level education, fill in the education card after passing the examination, and employees are assigned to the team to receive team education with the card. After passing the examination, fill in the education card and then assign to the post for study. Level 3 safety education should strictly abide by this procedure.

However, some of our units did not understand this, and some of them were assigned to secondary units without factory-level education, and the security department only knew afterwards that it was necessary to make up the factory-level safety education, which led to the "lag" of education.

2. Incomplete education level

The so-called three-level safety education is the three-level safety education at the factory level, the branch (workshop) level and the team level. Without level 1, it can't be called level 3 safety education.

3. Insufficient education time.

According to Article 9 of the Safety Training Regulations for Production and Business Units promulgated by Order No.3 of state administration of work safety:

The initial safety training time of the main person in charge of the production and business operation entity and the safety production management personnel shall not be less than 32 hours. The annual retraining time shall not be less than 12 class hours.

The primary safety training time for the principals and safety production management personnel of coal mines, non-coal mines, dangerous chemicals, fireworks and firecrackers, metal smelting and other production and business units shall not be less than 48 hours, and the annual retraining time shall not be less than 16 hours.

However, in our actual implementation, there is a phenomenon of "cutting corners" and the education time is seriously insufficient.
