On September 12, the Ministry of Education promulgated the Interim Measures for Administrative Punishment of Off-campus Training, which will take effect 30 days after the date of promulgation. In fact, this measure is not a total ban, but based on the law, it regulates the management of off-campus training institutions, ensures that legal and compliant institutions are protected, and at the same time makes violators pay the due price.

This is also one of the important measures taken by the Ministry of Education to continuously promote education reform. In order to let students and parents choose off-campus training institutions with more confidence and peace of mind, the Ministry of Education has also set up a national comprehensive platform for off-campus education and training supervision and service, through which parents can screen training institutions with legal qualifications, while paying attention to the safety of funds and preventing possible risks such as "absconding with money".

The launch of the platform is also one of the important means for the Ministry of Education to comprehensively supervise off-campus training institutions. In addition, the Ministry of Education also emphasized the responsibilities and obligations of schools and teachers. Schools and teachers shall not organize, recommend or induce students to participate in unapproved off-campus training institutions, nor shall they provide venues, facilities, teachers or other support for unapproved off-campus training institutions. If schools or teachers are found to have violated these regulations, they will face administrative penalties.
