Measures for the hygienic management of irradiated food
Chapter I General Provisions Article 1 In order to ensure the hygiene and safety of irradiated food and protect the health of consumers, these measures are formulated in accordance with the relevant provisions of the Food Hygiene Law of People's Republic of China (PRC) (hereinafter referred to as the Food Hygiene Law) and the Regulations of People's Republic of China (PRC) on Radiation Protection of Radioisotopes and Radiation Devices (hereinafter referred to as the Radiation Protection Regulations). Article 2 The State practices a licensing system for food irradiation processing. Article 3 These Measures shall apply to People's Republic of China (PRC) and all units and individuals engaged in the production and operation of irradiated food. Chapter II Management of Food Irradiation Processing Units and Personnel Article 4 Units and individuals engaged in food irradiation processing must obtain food hygiene licenses and irradiation work permits in accordance with the administrative measures for the issuance of hygiene licenses formulated by the health administrative departments of provinces, autonomous regions and municipalities directly under the Central Government before they can start their work. Article 5 Units and individuals applying for food irradiation processing must meet the following conditions:

(a) the irradiation room has good ventilation facilities, and the concentration of ozone and nitrogen oxides in the irradiation room is lower than the limit value in the National Hygienic Standard for the Design of Industrial Enterprises;

(2) The irradiation room has multiple safety interlocking devices and dose monitoring devices, and the γ irradiation device should also be equipped with an emergency landing device to ensure the safety, effectiveness and reliability of all devices;

(3) Having professional dose testers, operators and protective personnel, as well as health inspection laboratories and routine dosimeters;

(4) Having rules and regulations, technological operation rules, safety rules and post responsibility system for all kinds of personnel in the production and operation of irradiated food;

(five) other conditions required by the administrative department of health at or above the provincial level. Article 6 Food irradiation processing units must provide qualified health protection articles to radiation workers in accordance with relevant state regulations, guide them to use them correctly, and establish personal dose files.

Radiation workers engaged in radiation processing must abide by relevant rules and regulations and operating procedures, and wear personal dosimeter and alarm as required. Seventh radiation workers engaged in radiation processing must carry out pre-job (post) health examination and post-job (post) regular health examination, and establish health records.

The health examination of radiation workers shall be the responsibility of the health and medical institutions designated by the provincial health administrative department. Eighth radiation workers engaged in radiation processing must receive training in radiation protection knowledge, and if they pass the examination or assessment, the provincial health administrative department shall issue a Certificate for Radiation Workers. Those who have not obtained the "Radiation Worker's Certificate" shall not take up their posts to engage in radiation work.

Professional institutions designated by provincial health administrative departments are responsible for the training of radiation protection knowledge for radiation workers. Article 9 The construction of irradiation facilities must meet the requirements of safety and hygiene. After completion, it must be accepted by the health administrative department at or above the provincial level. Acceptance, issued a "construction project completion acceptance confirmation". Without obtaining the certificate of completion and acceptance of the construction project, it shall not be put into use. Article 10 The irradiation device must be able to accurately adjust the operating speed to meet the requirements of different dose ranges.

Irradiated food should be irradiated according to good irradiation technology. Eleventh supervision and inspection of the health protection of irradiation facilities shall be carried out by the administrative department of health in accordance with the Regulations on the Administration of Health Protection of γ -irradiation processing devices. Chapter III Administration of Irradiated Food Article 12 To irradiate a newly developed irradiated food variety, the irradiation processing unit or individual shall apply to the Ministry of Health, and after examination and approval by the Ministry of Health, the irradiated food variety approval number shall be issued, and the approval number shall be "Weishi Fu Zi ()". Article 13 To develop a new variety of irradiated food below 10kGy, the research unit shall submit an application for preliminary examination to the health administrative department of the province, autonomous region or municipality directly under the Central Government, and after passing the preliminary examination, the research unit shall report it to the Ministry of Health for approval. The R&D unit shall provide the following health safety evaluation materials to the health administrative department: sensory traits, nutritional components and microorganisms. Article 14 To develop new varieties of irradiated food with the weight exceeding 10 kgy, the research unit shall directly apply to the Ministry of Health and provide the following health and safety evaluation materials: sensory characteristics, nutrition, toxicology, radiolysis products, microorganisms and other indicators. Article 15 The Ministry of Health shall employ relevant experts to form an expert group to evaluate the health and safety of irradiated food, and be responsible for the health and safety evaluation of newly developed irradiated food. Article 16 The irradiation processing of food (including food raw materials) must be carried out in accordance with the prescribed production technology and inspected in accordance with the hygienic standards for irradiated food. Irradiated food that does not meet the hygiene standards shall not leave the factory and be sold.

It is forbidden to treat inferior and unqualified food by irradiation processing. Article 17 Food shall not be irradiated repeatedly, but the following foods may be irradiated repeatedly, and the total cumulative absorbed dose shall not be greater than 10kGy:

(1) Low-moisture foods, such as grains, beans, dehydrated foods and similar products, which have been irradiated to control pests and diseases;

(2) Food made from raw materials irradiated at low dose (less than 1kGy);

(3) In order to achieve the expected effect, all the required absorbed doses can be irradiated by food several times;

(4) Irradiate food with ingredient content less than 5%. Eighteenth food to be irradiated and irradiated food should be placed separately to prevent cross-contamination.
