On 20061October 10, the law on the national common language was officially implemented, which marked that the use of the national common language in China was on the legal track in an all-round way and was of great significance to promoting the reunification of the motherland, national unity and social progress. Over the past year, the standardization of language and writing has been steadily promoted around the implementation of laws, with cities as the center, schools as the foundation, state organs as the leader, news media as the example and public service industry as the window.

The urban population is concentrated and the regional radiation is strong. On 200 1, the state launched the evaluation of urban languages and characters, and the fourth national Putonghua promotion week also focused on Chongqing, Guangzhou and Shanghai, and held many creative and distinctive activities. For example, Nanjing organized the "Woodpecker Action" with the theme of "Meeting Chinese businessmen and purifying the face of the ancient city", which effectively rectified the social characters.

Since the implementation of the Language Law, schools at all levels have actively incorporated the promotion of Putonghua and standardized Chinese characters into the routine of school management, and taken measures to eliminate the backward phenomenon of using dialects and non-standardized Chinese characters. For example, Cixi City, Ningbo City, Zhejiang Province, focusing on the teaching staff, established a pairing counseling system for popularizing demonstration units and strictly required teachers' professional qualifications in Putonghua, which achieved remarkable results.

In state organs, more and more staff members consciously use Putonghua in their official activities. At a municipal government office meeting in Chongqing, the mayor demanded that "every speaker should use Mandarin", which aroused strong social repercussions. Over the past year, the press and publication departments have started from themselves to purify the language environment. In order to improve the standard of Putonghua in Gansu Radio and Television System, all the broadcasters and program hosts in Gansu Province were trained, and the system of holding certificates was implemented. More than 90% employees have reached the required level. In 20001year, the State Language Committee organized more than a dozen industries, including the Ministry of Information Industry, the Ministry of Civil Affairs, the Ministry of Construction, the Civil Aviation Administration of China and the National Tourism Administration, to systematically study the standardization of language and characters in major public service industries, and established a working contact and coordination mechanism. At present, many public service industries, such as finance and information, etc. , the language specification requirements have been incorporated into the technical standards and service specifications of relevant positions in this system.

Standardizing language and writing needs to be managed together.

Since the implementation of the National Law on Common Languages and Characters, the concept of "speaking Mandarin and writing standardized characters" has been deeply rooted in the hearts of the people. However, it is not easy to promote the standardization of language.

In April, 20001year, the education, science, culture and health committee of the National People's Congress and the State Language Committee formed a research group to investigate the implementation of this law in Hubei, Hunan, Shaanxi and Gansu provinces. The survey found that some provinces have no language and writing committees, and the local language and writing institutions are not perfect. In northwest China, because of the closed environment and outdated language concepts, people even laugh at speaking Mandarin, and some parents even disapprove of teaching in Mandarin. Some people think that the local area belongs to the northern dialect area, and the language communication barrier is not obvious, so they don't pay attention to popularizing Putonghua and standardizing Chinese characters. In the southern region, some people think that civil servants don't need special training in Mandarin, "as long as they can understand it"; Dialect teaching in some schools is still serious, and the nonstandard use of Chinese characters such as traditional Chinese characters has resurfaced in some cities.

Although this is a local situation, it also reflects some problems on the surface. The State Language Committee emphasizes that maintaining the purity and health of language and writing is not only a sign of a country's civilization, but also a major issue related to national sovereignty and national dignity. At present, the application of social language is unprecedentedly active, and the role of language as a communication tool is increasingly prominent. In this case, it is particularly urgent to intensify language work. On the other hand, China is a multi-ethnic, multilingual country, with more than 70 languages and 50 existing languages, which determines that it is impossible to popularize Putonghua and standardize Chinese characters overnight. The relevant person in charge of the State Language Committee believes that the key to the implementation of the National Common Language Law lies in its implementation. Governments at all levels and relevant departments should earnestly shoulder their responsibilities, improve the language and writing institutions, and timely introduce specific corresponding laws and regulations or implementation measures. At the same time, strengthen the management and supervision of language. Because it involves a wide range, this work depends not only on the language and writing departments, but also on other departments to cooperate with each other and make concerted efforts.
