First, the problems and reasons of personnel supervision in important positions of the project.

Judging from the actual situation of the company's projects at present, the author believes that there are the following problems:

(A) weak sense of integrity, low quality

In recent years, due to the expansion of production scale, the time of new projects is tight, the tasks are heavy, and the reserve of management personnel is insufficient. In order to make the project management organization put into operation as soon as possible and meet the construction period requirements of the construction unit, emergency personnel will be enriched to all management positions of the project. Therefore, they are indifferent to the supervision work ideologically, fearing that finding out the problems will affect the project evaluation, performance appraisal and personal achievements. They will accept the incipient problems reflected by some employees, and would rather delay their work than hurt their feelings. To a certain extent, they will encourage some dishonest behaviors, damage the economic benefits of enterprises, infringe on the vital interests of employees and dampen their enthusiasm for work.

(B) the weakening of the sense of supervision, a mere formality

Some project leaders have a resistance to supervision, and they feel uncomfortable when they hear the word "supervision". They think that supervising themselves means not trusting themselves and giving themselves a hard time. Some people think highly of themselves, act arbitrarily when exercising their duties and power will, and are disgusted with those who dare to supervise themselves or even speak ill of each other. Due to various reasons, some projects failed to play the role of "eyes" on the bad phenomena of important positions in time, and the reminders were not reminded in time, the education was not strict, and those who should be investigated were not seriously investigated. Judging from the cases of violation of discipline and law exposed in recent years, the main reason is that the internal control supervision mechanism is not perfect and the supervision system suitable for the actual project has not been established. In addition, the content of supervision is not specific, detailed, general and vague, which makes it difficult to implement the supervision work.

(C) power out of control, lack of supervision

Some projects only stay on the surface because of the supervision of important posts and key links, the focus is not prominent, the power supervision is not effectively implemented, and the supervision is timid. In peer supervision, I am unfamiliar with my own business and can't fully understand it. In some regulatory processes, there are still "human relations". When problems are found, they are unwilling to let go, resulting in lack of supervision. Some key links want to supervise but can't participate. For example, there is a lack of supervision over the extraction channels and use of expenses in the processing and business activities of surplus materials of the project. Some project managers think that the less people know about business activities, the better. It is only a conscience account to engage in "black-box operation" on the grounds of confidentiality, which eventually leaves a "black hole" and a "dead corner" for supervision and management, leading to the phenomenon that financial personnel misappropriate public funds for profit and managers collude.

(d) The oversight function has been softened and lost.

There are many management systems and regulations for project supervision and management. Because there is no standardized, unified and supporting supervision mechanism, some systems lack mutual connection and support, and cannot form a comprehensive effect. The main problem is "soft, shallow and late".

Soft refers to the lack of rigidity and seriousness in the process of supervision, which makes supervision a mere formality; Shallow, that is, daily supervision, often only stays on the surface of work and does not go deep into specific business links; When losses and problems occur, we only see the weakness and importance of supervision, even in post-event supervision.

Second, the countermeasures of supervision and management of personnel in important positions of construction projects

(1) Build a moral defense line and put an end to corruption.

Project leading cadres have a large amount of contact information, well-informed, fast thinking changes and strong subjective consciousness. They pursue self-control and independent decision-making in action and self-realization in ideals and ambitions. In accordance with the requirements of the China Railway Second Bureau Group Corporation to build a punishment and prevention system, the party's work style and clean government will be included in the important work schedule of the enterprise, and planning, deployment, implementation, inspection and assessment will be carried out to study and solve major problems in anti-corruption work, and strict education, supervision and management will be carried out for managers at all levels within the scope of their duties. Strive to integrate theme activities such as project innovation and leading cadres' work style construction into the demonstration line of striving for a clean project, and make unified planning, deployment and implementation. Combined with the actual construction and production, focus on the supervision of posts with relatively centralized project power, weak management and easy problems, especially those with frequent job violations. Grasp the key links, highlight the word "prevention", and establish a clean government risk prevention management mechanism focusing on "ideological and moral, institutional mechanisms, and post responsibility risk prevention". Through party classes, democratic appraisal, honest conversation, admonishing conversation, watching warning films, enterprise inspection and other ways, we can prevent duty crimes, advocate an upward interest in life, and create a good clean and honest cultural atmosphere.

(2) Improve the internal control system and strengthen supervision and control.

At present, there are still many weak links in the power operation monitoring system. It is necessary to combine the construction of internal control system, carefully sort out and analyze the management system involved in important positions, and revise and improve it to realize the restriction and balance of power. Find the "monitoring points" that are prone to dishonest behavior in project management, and conduct "risk assessment" among project post personnel in the form of questionnaires, individual conversations and symposiums, and strive to form an effective prevention and control mechanism with various powers as the point, business processes as the line and institutional measures as the face. And compared with the monitoring point, from the perspective of post responsibility performance, find out the legitimacy, rationality and compliance of power operation in the implementation process of the control point, and find out the signs and tendencies in time. Through the joint office of discipline inspection and supervision, we will integrate supervision resources, hold regular joint meetings of supervision departments, exchange supervision information, decompose and implement rectification measures, issue rectification notices or proposals for emerging power operation risks, and urge departments and posts to formulate rectification measures and follow them up.

(three) to strengthen the checks and balances of power, standardize the practice.

On the basis of perfecting the existing key power operation management system, we should emphasize the process monitoring, democratic decision-making, decision-making implementation, process supervision and open operation of power distribution, and implement the policy of "top leader comes last" and "one vote system". Improve the deliberation system, clearly define the scope of important matters and form a list of important matters of the project in strict accordance with the requirements of the party and government countersignature system issued by China Railway Second Bureau and Second Company. Where major issues are discussed and decided, the system of "top vote, bottom vote" is implemented to play the role of mutual supervision and checks and balances; For important matters, it is necessary to establish an open system for handling affairs, publicize the implementation of handling procedures before handling affairs, publicize the handling process in key links, publicize the handling results after completion, and accept the supervision of organizations and the masses. Not according to the provisions of publicity, as a violation; For important matters, we should establish a system in which two people are responsible for handling them. When handling important matters, it is strictly required that two or more people are jointly responsible for handling and supervise and restrict each other; Strengthen the exchange, rotation and avoidance of management personnel in important positions and key links, and further strengthen the exchange, rotation and avoidance of cadres from the perspective of preventing problems in management, especially in key positions. Efforts will be made to solve the problem of "one post will be fixed for life", focusing on management cadres in important positions and key links such as people, finance and materials, and implementing rigid exchange rotation according to the length of service.

(4) Intensify punishment and seriously investigate the facts.
