The management of crew training should be fair, just, open and convenient. Article 4 The Ministry of Transport is in charge of the national crew training.
The Maritime Safety Administration of the People's Republic of China is responsible for the unified implementation of crew training management.
Maritime administrative agencies at all levels shall be responsible for the supervision and administration of crew training according to their respective responsibilities. Article 5 The Ministry of Transport shall, in accordance with the relevant national laws, administrative regulations and the provisions of relevant international conventions concluded or acceded to by China, determine the specific items of crew training, formulate corresponding training plans and make them public. Article 6 Shipping companies and relevant institutions shall provide convenience for crew members to participate in crew training, and organize crew on-board training and knowledge updating training. Chapter II Types and Items of Seafarer Training Article 7 Seafarer training is divided into three categories according to the training contents: basic safety training, competency training and special training.
According to the training objects, crew training can be divided into two categories: sea-going ship crew training and inland river ship crew training. Article 8 The basic safety training for seafarers refers to the personal survival skills, fire fighting, basic first aid, personal safety and social responsibility that the seafarers receive before taking up their duties on board the ship, including the following training items:
(a) Basic safety of seafarers;
(two) the basic safety of the crew of inland river ships. Article 9 Competency training for seafarers refers to the training of professional technical knowledge and skills required for seafarers to adapt to the proposed post before obtaining the competency certificate, including competency training for seafarers' posts and competency training for seafarers' professional skills.
Crew competency training is divided into crew competency training and inland river crew competency training. Among them, the crew post competency training includes the following training items:
(1) Captain;
(2) Chief Engineer;
(3) First mate;
(4) large tube wheel;
(5) Three representatives;
(6) Three-tube wheel;
(7) electronic and electrical personnel;
(8) Officers on duty;
(9) Senior mechanic on duty;
(10) general mechanic on duty;
(eleven) ordinary crew on duty;
(12) electronic technicians;
(13) Operators of the Global Maritime Distress and Safety System (GMDSS);
(14) pilot;
(fifteen) the crew of a non-self-propelled ship;
(16) Seaplane pilot;
(17) crew's wig;
(eighteen) yacht operators;
(19) Motorboat pilot.
The on-the-job competency training of inland river ship crew includes the following training items:
(1) driving post;
(2) Marine engineering positions.
Seafarers' professional skills competency training is only for seafarers, including the following training items:
(a) Proficient in survival craft and rescue boats;
(2) proficient in fast rescue boats;
(3) Advanced fire fighting technology;
(4) proficient in first aid;
(5) medical treatment on board;
(6) safety awareness;
(7) Crew members with designated safety responsibilities;
(8) Ship security officer. Article 10 Special training refers to the training of crew members working on special ships such as dangerous goods ships, passenger ships and large ships, and is divided into special training for seagoing ships and special training for inland river ships. Among them, the special training for seafarers includes the following training items:
(1) Basic cargo operation training for oil tankers and chemical tankers;
(2) Advanced training of tanker cargo operation;
(3) Advanced training on cargo operation of chemical tankers;
(4) Basic training on cargo operation of liquefied gas carriers;
(5) Advanced training on cargo operation of liquefied gas carriers;
(6) Special training for the crew of passenger ships;
(seven) special training for large ships;
(eight) special training for high-speed ship crew;
(nine) special training for loading solid hazardous substances in bulk;
(ten) special training for the operation of loading and packaging dangerous and harmful substances on ships.
Special training for inland river ship crew includes the following training items:
(1) Oil tankers;
(2) Bulk chemical carriers;
(3) Liquefied gas carriers;
(4) passenger ships;
(5) High-speed ships;
(6) Ro-Ro ships;
(7) Ships transporting packaged dangerous goods;
(eight) liquefied gas fuel power plant ship. Chapter III Permit for Seafarers' Training Article 11 A permit system shall be implemented for seafarers' training.
Training institutions shall, in accordance with the provisions of these rules, apply for different crew training projects and obtain specific crew training licenses before they can carry out corresponding crew training business.
The training institutions mentioned in the preceding paragraph refer to organs, enterprises, institutions or social organizations established according to law.
No state organ or competent department of crew training and examination may hold or participate in the holding of crew training.
