First, the main work done and achievements achieved

(a) around a main line, clear responsibility for resettlement work.

Over the past year, we have made it an important task to do a good job in resettling and helping the released prisoners, preventing and reducing their recidivism, and doing a good job in comprehensive management of social security. By grasping the "two implementations", a new mechanism of resettlement and assistance has been formed. The first is to implement the organization. The whole community has now established and improved seven organizations to help and educate people 17; The second is to implement responsibility. Incorporate the resettlement assistance and education work into the annual comprehensive management assessment content, sign the responsibility book of target management at different levels, implement the "three guarantees" (that is, resettlement, education and transformation), and promote the implementation of various contents and measures of resettlement assistance and education.

We regard convergence as the starting point and breakthrough point of the work of released prisoners to ensure the ideological and emotional stability of released prisoners. We require resettlement education institutions at all levels to achieve "five promptness": First, make account books and files in time. After receiving the notice from the returnees, we should immediately start to do a good job in the summer, and make a detailed record of the performance and family status of the released prisoners in prisons and reeducation-through-labor camps, so as to provide information for the future resettlement education and lay a good foundation; The second is timely home visits. After the returnees return to China, the working group of the neighborhood committee should immediately assign helpers to visit, keep abreast of their ideological trends, and mobilize their families to do a good job in ideological transformation; The third is to sign a letter of responsibility for helping and educating in time. The first is to implement special management. Register and sort out the resettlement assistance of returnees, and fully grasp the resettlement assistance of returnees. The second is to implement standardized management. At the beginning of the year, we issued a special document to further clarify the responsibilities, systems and requirements of relevant working institutions in the resettlement assistance and education work, and uniformly implement the "four tables and one card" management system (the "four tables" are the Registration Form for Rural Returnees' Resettlement Assistance and Education Staff, the Registration Form for Rural (Residential) and Enterprise Returnees' Resettlement Assistance and Education Working Groups, the Statistical Classification Form for Returnees with Two Labors and the Statistical Classification Form for Returnees. In this regard, in the resettlement assistance and education work, on the one hand, the resettlement assistance and education departments at all levels attach importance to the life and work placement of released prisoners, on the other hand, through vigorous publicity and education, the whole society can correctly understand and treat returnees and change their ideas and attitudes. Through publicity, people can achieve "three noes" and "four similarities", that is, they will not abandon, discriminate or entangle old crimes; Treat them equally politically, support them economically, trust them at work and care about them in life, so that returnees can feel the warmth, trust and care of society, build up their confidence in life and raise the sails of their careers. The second is policy support. Resettlement education institutions at all levels will inform the host country's employment policy in time when the two laborers return to China, and provide them with the latest market information. This year, although some achievements have been made in the resettlement and education of released prisoners in our community, there is still a big gap between the requirements of superiors and the expectations of returnees. There are still some difficulties and problems that cannot be ignored in the resettlement and education work:

First, the grass-roots neighborhood committees have insufficient understanding of the role and position of resettlement assistance and education in the comprehensive management of social security and the construction of a harmonious society, and their efforts and measures are not effective. In some units, there is even a phenomenon that resettlement is neglected.

Second, some grass-roots resettlement assistance and education institutions are not perfect and lack full-time and high-quality resettlement assistance and education teams.

Third, in some places, the relevant systems such as connection control, information notification and regular visits are not implemented in place, and the phenomenon of "only notification is not in place" and the base number is unclear is more serious.

Third, the work plan for next year

In view of the problems existing in the resettlement assistance and education work in our community, combined with the actual situation in our community, we will focus on the following work next year: guiding all resettlement assistance and education institutions to do a good job in the subscription and purchase of resettlement assistance and education management software, equipment configuration, personnel training, use and debugging. In recent years, in order to grasp the basic situation of released prisoners, we have conducted many surveys. Unified production and distribution of "basic information registration card for released prisoners", "statistical table for investigation and clearing of released prisoners" and "statistical table for investigation and clearing of key objects", to register and sort out released prisoners over the years, and to fully grasp the situation of resettlement and assistance for reform personnel. Take some released prisoners as key management targets, and combine outstanding and phased work, especially the "strike hard" work, so that we must find out the base number every time we check, so as not to make these people embark on the road of recidivism.

Fourth, improve the self-reliance of released prisoners.

The first is to update ideas. In this regard, in the resettlement work, on the one hand, we attach importance to the life and work placement of released prisoners, on the other hand, we attach importance to the change of ideas of released prisoners in the whole society. Through publicity to achieve "three noes" and "four similarities" (that is, not abandoning, not discriminating, not entangled in old crimes; A series of measures, such as equal treatment in politics, equal support in economy, equal trust in work and equal concern in life, have changed the views of all walks of life on released prisoners and enhanced their self-confidence in re-entering society and re-employment. Through the care, guidance and help of relevant departments, some released prisoners have begun to find their own way out. The second is policy support. Due to long-term education in prison, the two workers have little knowledge of the relevant employment policies and market information of the country and regions. It is necessary to actively provide policy and information support for the employment placement and entrepreneurial channels of released prisoners to ensure that they find the right way out.
