Measures for the Administration of Entry-Exit Quarantine Processing Units and Personnel (revised 20 18)
Chapter I General Provisions Article 1 These Measures are formulated in accordance with the People's Republic of China (PRC) Entry-Exit Animal and Plant Quarantine Law and its implementing regulations, the People's Republic of China (PRC) Frontier Health and Quarantine Law and its implementing regulations and other relevant laws and regulations in order to standardize the administration of entry-exit quarantine processing units and personnel. Article 2 These Measures shall apply to the examination, approval, supervision and administration of entry-exit quarantine processing units and personnel. Article 3 As mentioned in these Measures:

"Entry-exit quarantine treatment" refers to measures to eliminate the risk or potential harm of epidemic diseases and prevent the spread of human infectious diseases and animal and plant diseases and insect pests through biological, physical and chemical methods.

"Entry-exit quarantine processing unit" (hereinafter referred to as quarantine processing unit) refers to the unit engaged in entry-exit quarantine processing approved by the customs of the municipality directly under the Central Government.

"Entry-exit quarantine officer" (hereinafter referred to as quarantine officer) refers to the person who is engaged in entry-exit quarantine treatment in the quarantine treatment unit with the approval of the customs directly under the central government. Article 4 The General Administration of Customs shall be in charge of the administration of quarantine institutions and quarantine personnel throughout the country.

The competent customs shall be responsible for the daily supervision and management of the quarantine processing units and personnel within its jurisdiction. Article 5 According to the implementation methods and technical requirements, entry-exit quarantine treatment can be divided into categories A, B, C, D, E, F and G..

(1) Class A, fumigation (fumigation of entry-exit ships and fumigation of bulk goods such as infected wheat);

(2) Class B, fumigation (except Class A fumigation);

(3) Class C, disinfection (except fumigation);

(4) Class D, pesticides and rodenticides (except fumigation);

(5) Class E, heat treatment;

(6) Class F, irradiation treatment;

(7) Category G, except for the above categories, entry-exit quarantine treatment is carried out by cold treatment, microwave treatment and decontamination treatment.

Quarantine processing units and personnel may apply for one or more types of entry-exit quarantine processing. Article 6 Quarantine processing units and personnel shall engage in entry-exit quarantine processing within the approved scope; Without approval, it is forbidden to engage in entry-exit quarantine treatment or operate beyond the scope.

According to the relevant laws and regulations or the requirements of the importing country (region), the customs shall issue the Notice of Inspection and Quarantine Treatment to the owner or his agent for the articles that need quarantine treatment. The owner or his agent shall entrust a qualified quarantine unit to carry out quarantine treatment. Chapter II Application Conditions for Quarantine Processing Units Article 7 An entity applying for entry-exit quarantine processing (hereinafter referred to as the applicant) shall meet the following basic conditions:

(1) Having the qualification of an independent legal person;

(2) Having qualified office space;

(3) Where hazardous chemicals need to be used in the category of quarantine treatment, their employees and the transportation, storage and use of hazardous chemicals shall comply with the relevant provisions of the state;

(4) The entry-exit quarantine instruments, medicines and measuring instruments used comply with the relevant provisions of the state;

(5) Having necessary safety protection equipment, first-aid medicines and entry-exit quarantine facilities;

(six) to establish an effective quality control, effect evaluation, security and emergency mechanism management system;

(7) Establishing a complete management system for entry-exit quarantine business files, technical training files and employees' occupational health files;

(eight) equipped with quarantine personnel approved by the customs directly under the central government;

(nine) equipped with full-time or part-time security officers, laws and regulations, but also should have the corresponding qualifications. Article 8 An entity applying for Class A entry-exit quarantine treatment shall meet the following conditions in addition to those listed in Article 7 of these Measures:

(1) Having been qualified for Class B entry-exit quarantine treatment for more than 3 years, and having no safety and quality accidents in the last 3 years;

(2) The storage and operation specifications of drugs, instruments, equipment, materials and special drugs meet the requirements of laws, regulations, standards and technical specifications;

(three) equipped with quarantine fumigation gas concentration measuring instruments, residual toxic gas detection instruments, atmospheric sampling instruments and other equipment. Article 9 An entity applying for Class B entry-exit quarantine treatment shall meet the following conditions in addition to those listed in Article 7 of these Measures:

(1) The disposal site, drugs, instruments, equipment, materials, special drug warehouse and operation specifications meet the requirements of laws, regulations, standards and technical specifications;

(two) equipped with quarantine fumigation gas concentration measuring instruments, residual toxic gas detection instruments, atmospheric sampling instruments and other equipment. Article 10 An entity applying for category C entry-exit quarantine treatment shall meet the following conditions in addition to those listed in Article 7 of these Measures:

(1) The storage and operation specifications of drugs, instruments, equipment, materials and special drugs meet the requirements of laws, regulations, standards and technical specifications;

(two) equipped with disinfection effect evaluation related testing equipment. Article 11 An entity applying for D entry-exit quarantine treatment shall meet the following conditions in addition to those listed in Article 7 of these Measures:

(1) The storage and operation specifications of drugs, instruments, equipment, materials and special drugs meet the requirements of laws, regulations, standards and technical specifications;

(two) equipped with pest control laboratory related testing equipment.
